Canadian police say an armed man crashed his truck through a gate and breached the grounds where Prime Minister Justin Trudeau lives before being arrested two hours later. The Royal Canadian Mounted Police say Trudeau was not present at the time of the incident in Ottawa on Thursday. Royal Canadian Mounted Police Deputy Commissioner Mike Duheme declined to name the suspect or talk about his motivation, only saying the man had several weapons. Police earlier identified the suspect as a member of Canada’s armed forces.The man has a bail hearing Friday. Police say he’s facing multiple charges. They say the man crashed his truck through the gate early Thursday. The truck was disabled and the suspect was spotted with a rifle before being arrested in a greenhouse.The Canadian Armed Forces are assisting the police in the investigation.''Thanks to the swift and diligent actions of our employees, the incident that unfolded earlier this morning on the grounds of Rideau Hall was quickly and safely resolved. CAMERON PARISH, La. – Hurricane Laura made landfall along the Louisiana coast, specifically near the community of Cameron. Not much information has come out from there, in part because several of the roads that lead down there remain flooded. Highway 27, one of the main roads in and out of the communities of Creole and Cameron, is covered in water.A deputy with the sheriff’s office said they had not been able to return to their station in Cameron. They left Wednesday before the storm.The roads are barely passable there – in order to get to an elevated bridge on 27, drivers need to use a gravel shoulder between the main road and the waterway that runs next to it. About 12 miles from the shore, the road begins to flood.It can be a little deceiving here in coastal Louisiana because the coast is made up of bayous and marshes.Some people have taken it upon themselves to bring their personal boats in an attempt to get to some of those communities along the coast.The sheriff’s office said some people did ride out Hurricane Laura in some of those coastal communities, but communications have been spotty at best. As for the roads, the water will need to recede, before the recovery there can truly begin. 1220

With less than 70 days to go until the election, undecided voters are poised to play a deciding role in whether President Donald Trump or Joe Biden is the president of the United States come the end of January. GEOGRAPHY MATTERSWhile undecided voters matter everywhere, they really matter in crucial counties in swing states. Luzerne County, Pennsylvania, is one example. In 2008 and 2012, this county, which encompasses towns like Wilkes-Barre, voted for President Barack Obama. In 2016, the county voted for Trump. Luzerne is one of three counties in Pennsylvania to have flipped like that. Political scientists refer to counties like these as "pivot counties." WHAT UNDECIDED VOTERS ARE SAYINGRobert Rinaldi is a school bus driver in the county. His lunch buddy, Gene, at D's Diner likes Trump but Rinaldi isn't sure. "I guess I’m hearing a lot of these negative stories and it’s confusing me," Rinaldi said. "Like for instance, this last one with his sister, a retired judge, she’s blasting the guy," Rinaldi said. Meanwhile, Rinaldi is unsure about Joe Biden. He is growing agitated Democrats repeatedly say he is from nearby Scranton. "It's starting to get old, I understand he used to live here but he's been gone for so long," Rinaldi said. Other customers are undecided for other reasons"I don’t think I’ll ever vote unless something drastic happens," Aubree Patronick, a mom said while eating a club sandwich. Patronick doesn't think she'll cast a vote in this year's election. She is tired of the noise and angry Facebook posts."I don’t need a thousand people coming at my comments," Patronick said. Then there is John Colon, who just left the Army. "I truly don’t know who the lesser of two evils is," Colon said, commenting about Biden and Trump. 1850

  

CARLSBAD, Calif. (KGTV) — A 52-year-old modeling photographer was arrested this week in Carlsbad, accused of sexually assaulting a teenager.Robert Koester, of Carlton, Ore., was arrested on Tuesday at a Carlsbad Blvd. residence after the reported sexual assault of a 16-year-old during a modeling shoot, according to Carlsbad Police.Police were alerted to the reported sexual assault on Monday after the teenager said she met with Koester, who was subcontracted by Frank, a Carlsbad-based modeling agency. MAP: Track crime happening in your neighborhoodThe victim said during the photo shoot, Koester sexually assaulted her. She left the shoot early and told her father about the incident.Police investigated and found Koester at the residence, which he was temporarily renting. Police said other evidence was collected at the scene.Investigators are working with the modeling agency, Frank, to identify other possible victims. Investigators believe Koester worked under the aliases "Rhake Winter" and "Bert Kay" as well.Anyone with information about Koester is asked to call Carlsbad Police at 760-931-3819 or email their tipline at tipline@carlsbadca.gov.Koester has been charged with great bodily injury, sexual battery, possession of child pornography, and providing harmful material to a minor. CARLSBAD, Calif. (KGTV) - Community members gathered outside Carlsbad Police Department on Friday, demanding change following a controversial encounter last week between an African American man and Carlsbad officers.“There was zero attempt for de-escalation,” said Yusef Miller with North County Civil Liberties Coalition. “We're asking that all citizens stand with us in solidarity to fight this police brutality," another activist told reporters.The Carlsbad Police Department previously released video which juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw -- two from officer body cameras and one from a witness. The footage can be viewed here.The witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. The two other videos from police body cameras show officers meeting medics who were called out to a report of a man face down on the side walk. Police say that while medics were evaluating him, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told him to stop, but he continued to yell as they tried to cuff him.Officers report that they then used a Taser to try to subdue him after he continued to yell, struggle, turn and pull away.Police report that they then restrained him by holding his head and body to the ground and asking him to calm down while cuffing him, but they say that he refused. The department goes on to say that they put a porous, breathable spit mask bag over his head to protect themselves from coming into contact with droplets from his nose and mouth.Activists dispute the department's account of the night.“They approached him from behind. They grabbed his wrist. They didn't introduce themselves. He wasn't harming anyone. He wasn't armed to our knowledge,” added Miller.Harshaw was taken to the hospital and later released and then cited for resisting arrest. Police believe that drugs or alcohol may have played a role.Police report that a number of factors were considered by officers to use force, including, in part, "The apparent immediacy and severity of the threat to officers or others - Mr. Harshaw charged unarmed fire personnel while yelling profanities."Police also reveal that a Taser can be used, in part, when, "The subject is violent or is physically resisting. Mr. Harshaw was physically resistant and behaved aggressively toward fire personnel."Community members are calling for reforms like a public forum for transparency on arrests, more de-escalation training, and a citizen's review board.Police say the investigation is ongoing and ask anyone who may have seen the incident to give them a call.On Friday, the Carlsbad Police Department sent the following to ABC10 News:“The City of Carlsbad Police Department has been asked to comment on the North County Civil Liberties Coalition Press Conference.”“The Police Department has previously released information about the June 11, incident. That information, including the officers’ interactions, can be found in its entirety here.”“The Police Department understands that ongoing officer training is crucial for effective community policing. To that end and to provide additional information, here is a list of de-escalation related training that has been provided to Carlsbad Police officers.In December of 2015, officers received an 8-hours of Emotional Intelligence Training.In 2017, officers received an 8-hour Crisis Intervention Behavior Health Training.In 2018, Officers received a 2-hour Bias Based Policing Training and will receive the training again in the summer of 2020.In November or 2018, officers received a 2-hour Tactical Communications Training and will received this training again in November of 2020.In December of 2019 and January of 2020, officers received training about changes to the law and the use of force. This was part of AB 392.In December of 2019, the Police Department hosted and had officers attend the first De-Escalation Training offered by the San Diego County District Attorney’s Office. The department assisted the District Attorney’s Office with the creation of the training curriculum.In 2020, the department created, with the assistance of the District Attorney’s Office, an 8-hour in-house De-Escalation Course.
