SAN DIEGO (KGTV) - A San Diego insurance agent who cheated 15 victims out of nearly .5 million was sentenced Wednesday to nine years in prison.Shawn Heffernan, 43, pleaded guilty in February to 29 felony counts of fraud and other charges, according to the San Diego County District Attorney’s Office.Heffernan would often convince clients to surrender existing life insurance policies and purchase new ones. The practice, known as “churning” or “twisting”, led to hefty commissions for Heffernan and steep penalties for clients, prosecutors said. Heffernan also collected investment funds and spent them on personal items including a Maserati, jewelry, and a lavish wedding, according to the District Attorney. Eight of Heffernan’s victims were senior citizens.“Stealing money from investors, and defrauding them out of their hard-earned savings, especially when some of the victims are senior citizens, is disgraceful and will not be tolerated,” District Attorney Summer Stephan said.  1011

SAN DIEGO (KGTV) - A new study released Wednesday by a University of California San Diego professor is making claims about inhumane treatment of asylum seekers in detention centers along the border."Over 1 out of every 3, or 34.7%, of the asylum-seeking heads of households reported issues related to conditions in immigration detention, treatment in detention, or medical issues," the report headed by Tom K. Wong, PhD, said. He is an Associate Professor of Political Science at UC San Diego.The study was conducted from October 2018 through June of 2019, with 7,300 migrants.Here are some of the findings:Among those who reported issues in immigration detention, 61.8% reported issues related to food and water, including being fed frozen or spoiled food, not having enough to eat, not being given formula for infants, not being given water, and having to drink dirty water, among others;Among those who reported issues in immigration detention, 34.5% reported issues related to hygiene, including not being able to shower, dirty bathrooms, and not having a toothbrush or toothpaste to brush their teeth, among others;Among those who reported issues in immigration detention, 45.6% reported issues related to not being able to sleep, overcrowded conditions, confinement, and the temperature being too cold in la hielera (ice box);232 asylum-seeking heads of households reported verbal abuse, including being told “go back to your f****** country” and “you’re an ape,” among other examples;40 asylum-seeking heads of households reported physical abuse, including being thrown against a wall, among other examples; and18 asylum-seeking heads of households reported having their physical property taken, including their passports and travel documents, among other examplesCustoms and Border Protection's Transport, Escort, Detention and Search (TEDS) Directive is outlined as follows:"Regular hold room checks should be conducted and recorded to ensure proper occupancy levels, safety, hygiene, and the availability of drinking water. SAN DIEGO (KGTV) - A San Diego family is preparing to uproot their lives and move across the country so their 2-year-old son can get a life-altering liver transplant.After Gavin was born, Kendra and Vince Giacalone waited nearly two years for answers on what was wrong with their son.Eventually, through exome sequencing, they learned Gavin had a rare genetic disorder: GM3 Synthase Deficiency. He's missing an enzyme which helps with brain development.The family read online there was no treatment or medicine for their son but they refused to give up.After connecting with specialists they are now hopeful a liver transplant from Kendra's sister will replace the enzyme Gavin is missing.The family will move to Pittsburg for several months while Gavin gets the transplant.All transplant costs are being covered by the Children's Organ Transplant Association (COTA).The family is trying to raise ,000 for COTA in Gavin's name - 100 percent of donations will go to Gavin.You can also follow Gavin's Rare Journey on Facebook.  1041

SAN DIEGO (KGTV) — A man is searching for the good Samaritan who pulled him from a rip current in La Jolla this week.Patrick Fitzpatrick was swimming at Windansea Beach Tuesday."It took a snap second before I was in control to completely out of control," Fitzpatrick recalled, after becoming caught in a rip current. "There was no way on Earth that I was going to live from this. I was in a panic. I couldn't use my arms and legs now."Someone on shore, only known as "Dustin," noticed Fitzpatrick struggling and swam out to help him."He's a guardian angel. He owe him my life, he saved my life," Fitzpatrick says.Dustin swam out and kept Fitzpatrick calm before more help could arrive and get him to shore.Fitzpatrick is hoping to reunite with his mystery rescuer to say thank you."The humanity that comes from an act of kindness like this, from a perfect stranger," Fitzpatrick said. 892

Many families lose much needed support from free or reduced price meals at school. But a program through Feeding San Diego is working to make sure every kid has the "Fuel for Summer" they need."It's both heartwarming and heartbreaking," says Feeding San Diego CEO Vince Hall. "That summer meal we're able to provide is probably the first meal that they've had of the day."1 in 6 children in San Diego faces hunger and food insecurity. The Fuel for Summer program provides meals that follow all federal nutritional guidelines. They include a protein, side, vegetable, fruit and healthy drink. Often, Hall says, they're introducing kids to foods they don't get on a regular basis."I went to one of the meals last summer," says Hall with a smile. "There were kids who'd never had a tamale, and had to be instructed on how to eat a tamale, and then they thought they were absolutely delicious."The Fuel for Summer program has 16 sites, some feed as many as 200 kids every day.
