EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells.  "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community. With the upgrades, he said it should stay that way for a long time."We're in it to win it," said Wells. "We'll be successful with this." 2120

(KGTV) - A Dulzura man is describing his harrowing escape, after he woke up to his apartment on fire.At Barrett Lake Winery Monday morning, flames tore through a converted barn housing the apartment of vineyard foreman Patrick Rowan. Around 5:30 a.m., Rowan woke to a loud noise and opened a door which opens into the barn's interior."So bright, about 20 feet away. Looked like the sun parked in the room next to me," said Rowan.He saw flames everywhere and rushed into a second apartment unit to rescue two barn cats, but they kept running off."When I looked back, the door -- ceiling part -- was falling. Everything was on fire, except to the left, so I ran through there," said Rowan.He ran back his own apartment to get his pets: two Siamese kittens named Tom and Jerry. For minutes, he tried to coax them to come out from under the bed, but they didn't. He then noticed that his only exit, the kitchen area, was on fire."The roof, ceiling, and door are all wood, and all on fire. Started falling, so I had to get out of there. I ran through the fire, but didn't get burned," said Rowan.As he escaped, he didn't feel fear, only guilt."I felt like a piece of **** because I couldn't save my animals. They were my homies. They were the only things that mattered," said Rowan.One kitten died in the fire. The other is missing. Rowan's apartment was a total loss, and he didn't have renters insurance.He'll be homeless for the holidays, but he's still planning on buying gifts for family and friends."I'm not letting it ruin anything. I'm getting people gifts. People are yelling at me about it ... I don’t have anything anyways. The few hundred dollars I want to spend don't matter," said Rowan.Fire investigators told the property owners the fire was suspicious and the investigation is ongoing. If you must take your mask off, use hand sanitizer before and after. Having an extra mask is helpful if yours gets wet or dirty.Note: A few people might not be able to wear a mask, because of a disability or condition.Keep your distance from othersThe CDC suggests staying at least 6 feet from other people as much as you can. That’s about two arms’ lengths. You should stay that far apart even if you’re wearing masks.Clean your hands oftenThe CDC says to wash your hands or use a hand sanitizer before entering and after leaving your election site. Officials also suggest using a sanitizer after touching items that many others may have touched, such as door handles.The CDC says not to wipe down voting equipment yourself unless you are told to do so. It could damage the equipment. Officials also say to make sure your hands are completely dry from sanitizer before touching the equipment.Protect yourself when using transportWhen using any kind of public transport, the CDC suggests wearing a mask, avoid touching things if you can and using sanitizer if you do, staying 6 feet apart from others, and open windows when possible.Avoid crowdsTo help avoid crowds, the CDC says you should try voting at non-peak times, such as mid-morning. If driving to the polls and your schedule allows, you can monitor the voter line from your vehicle and join when it’s shorter. 2405

  

Dr. Sean Conley, President Donald Trump’s physician, said on Monday that Trump has tested negative for the coronavirus on consecutive days.As Conley’s statement was released to the media on Monday, Trump was setting off for a Florida rally, marking his first voyage out of the White House since returning to the complex last Monday following a three-day stay Walter Reed Medical Center.Previously, Conley said that Trump was no longer infectious, but would not confirm if Trump had tested negative.Meanwhile, White House Chief of Staff Mark Meadows dodged questions earlier on Monday on whether Trump had tested negative. Trump held his first public event since his coronavirus infection on Saturday, speaking to hundreds of supporters from the White House balcony.The CDC says that for most coronavirus patients, they are no longer contagious after 10 days, but the isolation period may need to be extended to 20 days depending on the severity of the infection. Trump announced he was positive for the virus in the early morning hours of October 2.With Trump no longer considered contagious by doctors, he is planning on resuming an active campaign schedule with events planned in swing states every day through Thursday. 1230

  

EL CAJON, Calif. (KGTV) - The grieving mother of an accused thief filed a lawsuit Thursday against the homeowner who shot and killed her son.The civil suit identifies the homeowner as Michael Poe, and it stems from an incident in the early morning hours of March 11. Police say the homeowner woke up to the sound of glass breaking. He went outside and found someone breaking into his work truck. He told police there was a confrontation and he shot the thief.RELATED: Confrontation between?homeowner, suspected thief ends in deadly El Cajon shootingJoseph Mercurio was man killed. His mother Monika Anderson says Joe had a drug problem but was doing his best to stay sober.“He was on Suboxone, a drug to stay sober, and someone had stolen his Suboxone,” Anderson said. “Although it's really hard for me to imagine my son at  31 years of age would just start stealing, but I think he was just desperate for drugs and in a lot of pain. I don’t think he deserved to die over that.”Police are investigating the incident and no criminal charges have been filed. Anderson’s attorney, Dan Gilleon, says that investigation should not affect their civil lawsuit.“The bottom line is Joe shouldn't have died and at a minimum its because this guy didn’t act reasonably,” Gilleon said. “This is not the Wild West. If you decide to play that gunslinger role, then you’re going to end up losing everything you own.”The lawsuit does not specify an amount.“It’s like a mother’s worst nightmare,” Anderson said in tears. “I told Joe, time and time again how much he meant to me.”10News has tried to make contact with Poe several times since the shooting happened, but have not heard back.   1715
