California roads ranked on the list as the 48th worst in the nation while the state took the 36th spot for premium increases after adding a teen driver to a policy. California placed first on the list when it comes to state regulations like the presence of occupant-protection laws and the presence of distracted driving laws. The state also took the 13th spot for teen driver fatalities per teen population. SAN DIEGO (KGTV) - A man involved in a DUI hit-and-run crash that seriously injured a young boy in the South Bay started his sentencing hearing Wednesday for violating federal immigration laws.Constantino Banda Acosta, a Mexican national who had previously been deported from the U.S. at least 15 times in the past, has been in federal custody since March over federal criminal re-entry charges.He was transferred to federal custody after charges against him stemming from a 2017 crash were dismissed.Banda faced charges in the May 6, 2017, crash in San Ysidro that sent young Lennox Lake to the hospital with serious injuries, including head trauma.Banda was initially charged with drunk driving and hit-and-run after authorities said he ran a stop sign at Dairy Mart Road and slammed his pickup truck into the Lake family’s car as they were heading home from a Disneyland trip.Banda left the scene but was arrested about two miles away after Border Patrol agents spotted his damaged truck parked on a street, police said.San Diego police Officer Michael Muniz testified in the first trial that Banda's blood-alcohol content measured .151 and .152.Following a mistrial, a judge dismissed the case against Banda in March, saying there was no clear evidence that showed he was behind the wheel at the time of the crash.Banda’s lawyers had argued that another man in the truck, Jorge Adame Ariza, may have been driving the truck after a night of drinking with Banda.Adame said Banda got into a fight with another man outside a Chula Vista restaurant before the crash. During testimony in a preliminary hearing, Adame said he picked up Banda but later moved into the passenger seat with Banda behind the wheel during the crash.RELATED COVERAGE: 1759

SAN DIEGO (KGTV) - A program through the County's office of Child Welfare Services is making sure every kid in the foster program gets to celebrate this holiday season.The "Home for the Holidays" program pairs kids in the foster shelters with families for a holiday, so they don't have to spend the holiday alone."This is a great opportunity for families to kind of try it out and see what it's like to work with our youth," says Kimberly Giardina, the Director of Child Welfare Services.Right now, San Diego County has about 140 kids in the foster program that need a foster family. While this program doesn't give them a long-term solution, it helps the kids through a difficult season."People open their homes," says Giardina. "They see that our youth are just like every other kid in the neighborhood."Nanci Weinstein, who has fostered three kids through the county and adopted one, says it's an experience that's invaluable for both the kids and the families."I can't imagine what that might feel like for a child," she says. "Every moment is precious because this child is in a situation where they need someone to take care of them."Families interested in participating in the Home for the Holidays program need to complete a background check, home safety inspection, training and orientation. SAN DIEGO (KGTV) - A Lakeside mother made a life-changing sacrifice for a teenager she had never met.“I went into this not knowing if I would ever meet the family,” said Tiffany Jokerst of the surgery.Jokers, a math teacher, has spent her life giving to others. She was web surfing when she noticed a post that would push her to do even more.“I actually saw a story online about a little girl who needed a kidney,” said Jokerst.Without hesitation, Jokerst launched into the process, only to learn she was not a match to the girl. However, Jokerst was a match to 17-year-old Alejandro Hernandez.“Alejandro has been struggling with kidney disease all his life, finally his kidneys failed,” said Dr. Elizabeth Ingulli of Rady Children’s Hospital.The hospital currently has 29 patients on its transplant waiting list.Jokerst agreed to the surgery and Hernandez received the transplant he desperately needed.“I can play soccer, work out, hang out with my friends,” Hernandez said.Jokerst and Hernandez met for the first time Tuesday. Their biological bond is undeniable and they hope their new friendship lasts a lifetime.“I’m so happy,” Hernandez said. 1156

  

SAN DIEGO (KGTV) -- A new report from the Auto Club ranks San Diego as the top travel destination for Southern Californians this Labor Day weekend.According to the report, Las Vegas, San Francisco, Grand Canyon and Santa Barbara also rank among top travel destinations for Southern Californians. The Auto Club is also warning San Diegans not to drink and drive. According to AAA, 31 people were injured in DUI-related crashes last year over Labor Day weekend.Statewide, eight people were killed in DUI crashes last year. “While alcohol-related crash fatalities have dropped in the last three years over this holiday, injuries have risen,” said Auto Club Traffic Safety Manager Anita Lorz Villagrana.“We want to remind everyone to make a plan before celebrating – use a rideshare service, stay at a hotel or someone’s home, or designate a sober driver. Your decision could save lives.” 902
