SAN DIEGO (KGTV) — Jurors have reached their verdict in the trial of a man accused of killing a Navy sailor on a Logan Heights freeway ramp in 2018.Edson Acuna, 26, was found guilty of first-degree murder, robbery, and several other charges in connection with the murder of 21-year-old Curtis Adams on Oct. 27, 2018. Adams was driving on I-15 at about 2 a.m., when he came upon what appeared to be a disabled vehicle. As Adams got out of his vehicle to check on the car's occupants when he was shot.Prosecutors say Acuna and three others had burglarized a Mt. Hope home that night, before getting into a shootout with the home's residents. As they fled, one of their vehicle's tires were shot out. Adam's girlfriend was also in the car with him at the time of the shooting.Acuna's 22-year-old brother, Brandon, and two other co-defendants, Harvey Liberato, 25, and Susana Galvan, 39, have pleaded guilty to charges including voluntary manslaughter and being an accessory after the fact.Adams enlisted in the Navy in 2016. At the time of his death, he worked as a steelworker with Amphibious Construction Battalion 1 at Naval Amphibious Base Coronado.Acuna was also found guilty of burglary, possession of firearm by a felon, transporting assault weapon, possession of assault weapon, prohibited person holding or possessing ammunition, and carrying loaded firearm in a vehicle. He was found not guilty of shooting at an inhabited structure, building or aircraft.He's set to be sentenced to life imprisonment without parole on April 10. 1965

SAN DIEGO (KGTV) - Lime is warning riders of a problem with their deckles scooters that can cause “sudden excessive braking during use.”The company issued a safety update on Saturday, saying they had recently discovered a bug in the firmware of their scooters.They determined in some circumstances, the brake on the front wheel would be suddenly and automatically applied often after hitting an obstacle while riding downhill at high speeds.“While this issue has affected less than 0.0045% of all Lime rides, some riders have been injured,” wrote Lime in the safety update.That includes Paul Grasso, who says he was riding a Lime scooter on December 18 on Ingraham Street near Vacation Road in Mission Bay.He said he had just gone down the bridge and was making his way up a sidewalk ramp when the scooter’s wheels tightened up, sending him flying face-first into the pavement.“I spent five days in the hospital,” he said with a “broken nose, fractured skull, traumatic brain injury, fractured eye socket, ten stitches in my forehead and stitches on my nose.”10News reached out to Lime about Grasso’s crash but they said they couldn’t comment on rider specific questions.Lime has launched a fleet-wide firmware update to fix the braking bug. It should reach all of their scooters in the next few days, according to the company’s safety update.Until they have confirmed that all of their scooters have been updated, they have issued a list of precautions for riders:Before starting your Lime trip, walk around the scooter and do a visual inspection of the hardware. Is the vehicle body in good condition? If not, don’t use that vehicle; report it to our customer service team and then select another vehicle.Once you start your Lime trip, give the brake a tight squeeze. If the brake does not engage properly and immediately stop the vehicle, dismount, end the trip and notify Lime customer service.Use extra caution in the next few days while we issue the final firmware update -- especially when riding downhill. SAN DIEGO (KGTV) - In the wake of the coronavirus budget crisis, cuts are being proposed to child welfare services.The proposed cuts come just weeks after Gov. Gavin Newsom announced new investments totaling million to protect younger Californians at heightened risk for abuse and mistreatment due to COVID-19.The April announcement directed funding to support families struggling to stay together, additional social worker outreach, family resources centers, and age extension for foster youth, among other things.According to the County of San Diego, "The funds approved by Governor Newsom will be used in part, as earmarked, benefiting Child Welfare families receiving emergency response and family maintenance services. The County of San Diego Health and Human Services Agency, Child Welfare Services is partnering with the state as it seeks to provide 0 monthly payments to families with children who are at risk of entering foster care. In addition, funds were allocated to help youth who have exited out of the Child Welfare System. The funds will allow foster youth who turn 21 to extend their stay in foster care to prevent potential homelessness during the COVID-19 pandemic. San Diego is receiving 0,000 in Transitional Housing Program funds from SB80 which will be used to reduce youth homelessness through the expansion of transitional housing so that we can support youth exiting foster care even after the funds provided for COVID response are no longer available. Funds are also allocated for youth to get access to cell phones and laptops through the iFoster program to continue to participate in educational activities and stay connected with their families during COVID-19. iFoster and San Diego County Child Welfare Services have been working together since 2013 to provide resources to children, youth and caregivers. CWS began working with iFoster to provide cell phones to foster youth in 2019 and will continue this partnership. "But that money will only last so long. The governor's May budget revise contains cuts to children's programs.The budget states: "Child Welfare Services include family support and maltreatment prevention services, child protective services, foster care services, and permanency programs. California's child welfare system provides a continuum of services for children who are either at risk of or have suffered, abuse, neglect, or exploitation. Program success is measured in terms of improving the safety, permanence, and well-being of children and families. The May Revision includes 6.1 million General Fund on 2020-21 for these programs, a decrease of .5 million General Fund since the Governor's Budget. When federal, state, 1991 Realignment, and 2011 Realignment funds are included, total funding for children's programs is over .7 billion in 2020-21."The proposal eliminates Foster Family Agency social worker rate increases, eliminates the Family Urgent Response System, and eliminates the Public Health Nurse Early Intervention Program in Los Angeles County."This is a time where we need to see, not cuts, but increased investment in the kinds of supports that help families meet basic needs and avoid some of the financial stresses and then receive the kinds of services and support for dealing with any issues that may trigger some abuse," said Jessica Heldman with the Children's Advocacy Institute at the University of San Diego.Heldman said they're concerned about funding to help prevent abuse and neglect, funding to foster care services, and making sure there's money to support young adults who are transitioning out of the system and have no support beyond the system.She said transitional youth leave the system at 18 or 21 and don't have a parent or legal guardian who can help with financial support or emotional support. Something as simple as a place to stay."They are high risk of some pretty poor outcomes, and it's going to take a real investment to make sure that we put them in the best position possible when they are going to be struggling," Heldman said.Heldman explained many of the youth aging out of Foster Care are losing their jobs. She cited a recent survey of about 600 transition-age foster youth across the country. It showed 65 percent of the respondents had lost their job, one in five said they are concerned about not having enough money to eat, and more than half of them had not received stimulus checks."I think people are unaware of this population of young adults and older teens who really need the support and need to be a priority or else they are going to become the parents of the next generation who are struggling economically, and the cost to that in our society is going to be far greater than the investment now to make sure that they stay on their feet," she said.Experts say a budget proposal from the Legislature released last week restores many of the cuts proposed by the governor.According to the floor report of the 2020-21 budget, “The Legislature Rejects the Governor's May Revision proposal to eliminate the Foster Family Agency social worker rate increases in 2020-21, Rejects the Governor's May Revision proposal to eliminate the Family Urgent Response System and Rejects the Governor's May Revision proposal to eliminate the Public Health Nurse Early Intervention Program in Los Angeles County among other things.”The overview of the floor report states, "The Speaker of the Assembly, the President Pro Tempore of the Senate, and the Assembly and Senate Budget Committee Chairs announced a legislative agreement on the 2020-21 state budget on June 3, 2020. SAN DIEGO (KGTV) - Less than a week before the election, there are reports of political yard signs being stolen and vandalized, and in some cases, appearing in yards.Sunday night, just before midnight in a cul-de-sac in El Cajon, surveillance video shows a car driving slowly before it stops to let someone out."A shadowy figure, looks young, maybe 10 years old, gets out of the vehicle, runs in, and grabs a political sign," said Brandon Spaulding.Spaulding says the sign being taken belonged to his neighbor and it read "Trump/Pence, Make America Great Again." That same night, Spaulding's sign, which had been vandalized days before, also disappeared.The apparent thieves in the Sunday's thefts: a child and an adult."Very disappointed and frustrated ... being a terrible role model. As parents, you’re supposed to teach children the different between right and wrong. I was always taught to love my country, and part of that is freedom of speech. Respect people's rights to say what they want to say," said Spaulding.Spaulding isn't alone. SAN DIEGO (KGTV) - It was an emotional day in a Southern California courtroom for the family of a murdered Army veteran.Nearly 20 people who were close to Julia Jacobson read victim-impact statements during the sentencing hearing for her killer, ex-husband Dalen Ware.Julia’s brother, Tony Jacobson, spoke exclusively with 10News reporter Jennifer Kastner. “It was kind of both a celebration to her as well as an understanding that this isn't just some random person. It really is someone that truly did touch her community, served her country and people really did love her very much. Unfortunately, [Ware] took her away from us all,” says Tony Jacobson of his own impact statement that he read in the courtroom.RELATED: Ex-husband of former Army veteran pleads guiltyWare will serve 15 years to life in prison, after pleading guilty to her murder. It was more than a year ago that the retired Army captain and her dog disappeared over Labor Day weekend.Her SUV was discovered abandoned near her home in University Heights. Ware was later arrested in Phoenix where he was living, and charged with her murder.Her remains were discovered in a shallow grave, in Riverside County. When she would laugh, she would snort a little bit which was makes it sound so embarrassing for her but it was one of her things that made her so personable,” adds Tony. The fact that Dalen has 15 years to life just tells me that in roughly 14 years we’ll have to revisit this again,” says Tony. 1896
