(KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. CHICANO PARK (KGTV) -- A man was rushed to the hospital after being shot near Chicano Park Friday night, San Diego police said.A caller reported the man shot near Chicano Park on National Avenue and Dewey Street at 9:49 p.m. San Diego Police say officers arrived to find a large group gathered in a parking lot and a silver sedan trying to leave.The group fled, including the occupants of the silver sedan. Officers discovered a 15-year-old Hispanic male in the vehicle suffering from a gunshot wound to the torso.Officers started CPR on the teen before first responders arrived to take him to a nearby hospital. The teen died at the hospital, police said.Police say the teen has been identified but his name was not being released.San Diego police said the incident is being investigated as a homicide. But a group of Chula Vista students has it down to a science.Rancho Del Rey Middle School's Royal Robotics team is a "well-oiled machine," as they like to put it. CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program.
