SAN DIEGO (KGTV) - A three-year-old child suffered serious injuries after he was run over by a pickup truck Saturday morning in El Cerrito.The child reportedly stepped in front of a full-sized truck in the Quad area of Crawford High School, when he was hit. The truck ran over the child's head, according to San Diego Police.Police said the child sustained non-life threatening injuries, including two skull fractures and abrasions.The 31-year-old driver remained at the scene and is cooperating with police.The incident is under investigation. 557

SAN DIEGO (KGTV) - An Encinitas family on vacation woke up to a disturbing alert last week, video of someone stealing multiple packages from their porch.Homeowner Mark Sandorf says the most peculiar thing was who the thief was."It’s different in that she looks like she’s probably someone’s grandma," said Sandorf.The family immediately filed a police report from New Mexico.10News blurred the woman's face because the San Diego Sheriff's Department has not yet said she's a wanted suspect.One of the packages had sentimental value, three custom holsters for Sandorf's son who is in law enforcement."My son is, like I said, risking his life out there every day and we try to keep him in good equipment and what not. These were custom made by a friend of mine in South Carolina," said Sandorf.Sandorf says the most frustrating thing is knowing the holsters will likely get thrown away.He hopes others in his Encinitas Ranch neighborhood will be on alert after the incident. 980

SAN DIEGO (KGTV) -- A tortoise no longer on the loose is still waiting for its rightful owner in East County.The tortoise, believed to be an older male, was found Thursday by Heartland Paramedics.It was roaming the streets of El Cajon and is now staying at the El Cajon Animal Shelter.Workers there say this is not a situation they often face.“Not in the City of El Cajon," said Shelter Manager Jill Jones. "Perhaps in outer-lying counties, they have a little more tortoise traffic, but we generally do not."A family who saw the original 10News story believed the tortoise was their beloved pet Frankie who went missing a week ago. SAN DIEGO (KGTV) -- An online petition is growing among San Diego State University students who feel they should be partially reimbursed for tuition and other campus fees because of the pandemic. SDSU senior Kelsey Santin created the petition on Change.org Monday night. Since then, the petition has received over 3,000 signatures. Santin argues that since the way of learning has changed, so should the amount they have to pay. She also says they're paying for campus fees for services they aren't able to access on campus. SDSU started the school year with limited in-person classes and returned to all online learning after hundreds of students tested positive for COVID-19.ABC 10News reached out to SDSU for comment and a spokesperson referred us to the CSU System. A spokesperson from CSU says the money for tuition covers instruction, which students are still receiving online. Campus-based mandatory fees for things like the health center and advising are still available in a virtual format. Other mandatory fees, the spokesperson says, are fees that fund facilities that are often of a result of student referendums voted and approved by students, for things like construction or renovation of a facility. SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly.
