COSTA MESA, Calif. (KGTV) -- Korean-made vehicles rank at the top of the list for quality in 2019 while many other brands haven't improved, according to a new report by J.D. Power. The report also found that problems with driver assistance systems are increasing as the advance systems become more common. Overall, the highest-ranking brands include Genesis, Kia and Hyundai, which are all produced by Korean manufacturer Hyundai Motor Group. Domestic brands like Ford, Lincoln, Chevrolet, Dodge and Buick all performed better than the industry average, but overall are close to the average as far as quality. According to the report, all European brands fell below average for quality, especially falling behind in infotainment and electronic categories. Companies can stop collecting employees’ payroll taxes starting Tuesday, September 1, after an executive order in early August gave workers a tax holiday.The deferral of payroll taxes applies to employees making less than 4,000 a year. Employees are taxed 6.2 percent that goes toward the Social Security Trust Fund and another 1.45 percent for Medicare.It’s a deferral because the payroll taxes are still due to the IRS by April 30, 2021, which they made clear in new guidance released last week with the US Treasury Department.What this means to employees: It depends on your employer. Starting September 1, employers can stop withholding taxes, but many business leaders have said they will not since the taxes will eventually be due. The decision is up to each company and is not required.If a company stops withholding payroll taxes, employees will have more money in their paychecks through the end of the year. Then on January 1, companies will need to withhold more from paychecks to collect all that is owed in April 2021.For employees making ,000 a year, the elimination of Social Security taxes would result in an extra per paycheck every two weeks. Assuming the employee has eight paychecks left in 2020, that would result in 2 in taxes deferred in 2020, which would be repaid in 2021. For employees making ,000 per year, those figures would be doubled.If an employee leaves their job before all of the appropriate taxes are collected, the guidance only states that companies can "make arrangements to otherwise collect the total applicable taxes from the employee."President Trump has stated he would “terminate” the tax if he was elected in November. CORONADO (KGTV) - An Arizona man is recovering from a bacterial infection he says he got from swimming in the ocean off the coast of San Diego.Travis Moncur had part of his forearm removed last week after doctors discovered he had gram positive cocci.The Arizona based event coordinator says he went swimming Sunday near the Hotel Del Coronado and by Wednesday he was in an emergency room.RELATED: Tijuana steps up efforts to keep sewage out of U.S.“For the first 24 hours they didn’t know what it was because it was acting like a bug bite,” said Moncur.Travis says he had a fever, was nauseous and the area where he had a small cut was painfully sensitive to the touch.“It was pretty dire,” said Moncur, “they said had I not gotten on top of it right away it would have got into my blood system and I could have gotten an infection in my brain.”Moncur says doctors told him the variety of coliform bacterial infection they believe he is consistent with dirty water.RELATED: Imperial Beach businesses hurt by sewage & runoff related closuresThe San Diego County Health Department says there no advisories for any of the areas where Moncur was swimming and they recommend covering any cut before going in the water.Moncur’s doctor will get back results to help them potentially determine the source, but he is still worried about the possibility of others getting what he has. “We were playing on the beach with people who had children” said Moncur, “I was able to catch it because I went to the ER right away.” 1528

(KGTV) -- The owner of The Coronado Flower Lady, a popular flower stand along Orange Avenue, is trying to rebuild after a suspected drunk driver destroyed her business. Coronado police say 22-year-old Elias Atayee is being charged with felony DUI after crashing his car into the stand. They say Atayee also had a female passenger inside his car. RELATED: Driver slams into Coronado pole, picnic tables“The fact that there are people drinking and driving, going 90-100 miles per hour, I have my kids out here with me all the time at work," owner Shanel Albert said. "There are tons of kids out here and people. If one of my girls would have been here during the day and that happened, they would have been dead. And that scares me.” Thanks to the City of Coronado, Albert will be back selling her flowers on a table in the same spot until she can permanently rebuild her stand. A GoFundMe has been set up to help with costs and Albert says she hopes people will choose to place their orders through her since her business is still operational.   1104
