(KGTV) - Surveillance pictures released Monday show two of the four people suspected of identity theft in East County.The San Diego County Sheriff’s Department said a woman either lost her wallet or had it stolen at the Vons grocery store at 9643 Mission Gorge Road in Santee on January 20.The victim’s credit cards were used immediately by four suspects at several nearby stores including Buffalo Wild Wings, Home Depot, Walmart, Skechers, and Ross.Two of the suspects were identified and arrested but the other two are still wanted.One suspect is a white man in his 40’s, 6-feet tall with gray hair. He was last seen wearing a yellow and black plaid jacket and jeans.The other suspect is a white woman, about 40 years old, 5’6” and 230 pounds. She has burgundy or purple hair and wears glasses. SAVANNAH, Ga. (AP) — A Black man in Georgia is accusing police of violating his civil rights, saying a white officer slammed him to the ground and broke his wrist in the mistaken belief that there was a warrant for his arrest. An attorney for 46-year-old Antonio Arnelo Smith of Valdosta, Georgia, said he's still in pain and emotionally devastated more than four months later. Smith is suing Valdosta police and other city leaders in federal court. Police video shows Smith talking cooperatively with an officer when a second one walks up behind him, grabs him and slams him to the ground. 598

Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

(KGTV) - Customs and Border Protection closed three lanes of traffic heading into the United States from Mexico Tuesday morning.In a statement, CBP said it was “to install and pre-position port hardening infrastructure equipment in preparation for the migrant caravan.”One lane of traffic was also closed at the Otay Mesa port of entry.It comes as active-duty troops have been working to add barricades and fencing as part of “Operation Secure Line.”On Tuesday, troops could be seen moving barriers covered with barbed wire along the border, periodically closing the southbound lanes into Mexico.In their statement, CBP officials warned “persons traveling northbound to the U.S. anticipate possible increased wait times because of the lane closures.”Even before the lanes were closed, wait times of six to seven hours had been reported at peak times in the standard lanes. Part of that was due to traffic control by authorities on the Mexican side.Travel as a pedestrian, however, has not appeared to be affected.Rebecca Fodor walked across Tuesday night and said it only took a few minutes. She said she did notice armed troops in camouflage uniforms.“It didn’t really change anything. I think they were just watching for anything suspicious,” she said.The lane closures will remain in effect indefinitely. CBP says reopening “is not anticipated to take place until sometime after people in the caravan arrive to the border.”  1469
