SAN DIEGO (KGTV) -- A statue of a dog that sits in the heart of the Gaslamp Quarter is often overlooked, but historians say it says a lot about San Diego's past and its present."A lot of people walk by every day and don't even know the story of who Bum is," said Professor David Miller with the San Diego History Center.Bum the Dog was a stray in the 1890s. According to the History Center, he arrived on a boat without an owner or any identification and made himself at home in his new town."He was really owned by nobody but loved by everybody, and he became a symbol of the new San Diego community," said Miller.Throughout his life in San Diego, Bum would wander through all parts of downtown, often bridging the gap between the upper-class areas north of Market Street and the "seedier" parts of the Gaslamp Quarter."This was the area that you had the bars, the saloons, the brothels," said Miller. "Bum didn't live by the social categories that we had created. So he was just as comfortable going to the firehouse as he was going to the brothel or the Chinese butcher shop."Bum also had adventures. Miller tells a story of how he wound up on a train to LA, spent a few days there, and then came back.He also lost a paw in a fight with another dog. Local veterinarians took care of him whenever he got injured."A surgeon had to amputate part of Bum's leg. So he walked around with a limp for the rest of his life, but he was this hero who had to stand up for himself," said Miller.The statue of Bum, also missing a paw, sits in the garden at the Gaslamp Historical Foundation. Most people who walk by it every day never see it.Other parts of San Diego have paid homage to Bum. The city's dog licenses in the early 1900s had his picture on them. And the History Center's kids club is named after Bum.Miller said Bum's story teaches us all about the importance of history."History is fun stories, it's people's lives, it's dogs getting into fights and kicked by horses and getting on trains to LA," said Miller. "But those stories tell us something more important about ourselves and who we are as San Diego."The statue is located on 4th and Island on the Northeast corner. SAN DIEGO (KGTV) — A San Diego prison worker has tested positive for coronavirus, as California prepares to release 3,500 non-violent offenders.CoreCivic, the private company that runs the Otay Mesa Detention Center, confirmed to 10News that an employee who works at the facility has tested positive for COVID-19.The company discovered the positive test on March 30. The employee was last at work on March 21. The confirmation comes the same day California officials announced the state would grant an early release to 3,500 non-violent offenders who are due to be released in the next 60 days. Our first commitment at CDCR is ensuring safety – of our staff, of the incarcerated population, of others inside our institutions, and of the community at large,” said CDCR Secretary Ralph Diaz. “However, in the face of a global pandemic, we must consider the risk of COVID-19 infection as a grave threat to safety, too.”A CDCR release said prisons would begin new measures, including mandatory verbal and temperature screenings for staff, suspension of intake from certain county jails, suspension of visitations and access by volunteers, hygiene and educational measures, and physical distancing.As of Monday, the CDCR says 22 employees and four inmates have tested positive for COVID-19. 1976

  

SAN DIEGO (KGTV) - A transgender San Diegan is calling for change when it comes to blood donation.Currently, the FDA’s recommendation to blood establishments is that in the context of the donor history questionnaire, male or female gender should be self-identified and self-reported for blood donation.Van Levy of Pacific Beach is non-binary transgender, meaning Van does not identify as male or female. Van goes by gender-neutral pronouns like 'they', 'them', 'their', or just Van.Van tells 10News when they reached out to the San Diego Blood Bank, they were told they would not be able to donate if they could not fully complete the donor history questionnaire, which has two gender-specific questions. Van was told if they cannot fill out 'male' or 'female' on the questionnaire they would not be able to donate blood. “It was really hurtful and painful, it reminded me we haven’t progressed as much as a lot of us like to believe we have, it just hurt," said Van. The two gender-specific questions are, in the past 12 months, have you:Male Donors: Had sexual contact with another male?Female donors: Had sexual contact with a male who had sexual contact with another male in the past 12 months?Helen Bixenman is Vice President of Quality and Regulatory Affairs at the San Diego Blood Bank. She's in charge of making sure blood from the San Diego Blood Bank is safe and pure, free from transfusion-transmitted infections. “It’s important for people to understand we have a wide range of questions, and these questions pertain to the safety of the donor as well as the safety of the blood products. They include medications, how you’re feeling, travel, risk behaviors," said Bixenman.She says they must adhere to the strict regulations and requirements of the FDA and AABB. She says if anyone fails to fill out the entire donor history questionnaire they will be turned away from donating blood.Van wants to see this regulation changed and believes it marginalizes a group of people who only want to help their community. “I definitely understand the rules and regulations that they have to adhere too and I think that there's ways to remove gender from the questions to get to same answers they’re seeking to protect people receiving blood," said Van. Bixenman says the San Diego Blood Bank does not want to turn people away from blood donation. She says this is the first time they've encountered the situation and that she would consider bringing the issue up to advocacy groups and the FDA. 2505

  

SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital.For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller. Miller says while her father-in-law survived, he lived the rest of his life with guilt. She adds that families still waiting for answers endure another type of torture. "Keep praying for those families that are still waiting and wondering for answers," said Miller.
