(KGTV) – The Bing Crosby Season at the Del Mar Racetrack kicks off Saturday with new rules to keep everyone involved healthy and safe.Del Mar Thoroughbred Club Media Director Mac McBride told ABC 10News, "We normally have one large jockey's room. What we've done now is made three jockey’s rooms to thin out the ranks so they're not sitting on top of each other like they do normally.”Due to the ongoing COVID-19 pandemic, this racing season will be noticeably different than years past. This season, jockeys will also wear masks on and off the horses, test daily for the coronavirus, and if anyone receives a positive result, they'll be required to quarantine for at least 10 days."When we put that into place in the summer after our first hiccup, it worked out well. We had no further incidents with our riders,” McBride said.McBride added that even though the club took a big hit with empty stands this summer, folks were still tuning in and bets were still flying high."We thought we might do well, but we had no idea how we were going do that well, and we did. The jump from million to million average a day staggered us, it was amazing,” said McBride.Thanks to betting profits, the racetrack was able to maintain their four-legged showstoppers, which is their top priority, among keeping everyone safe."Even if we raced and lost money, it still would've been a good thing because horses in the end would be taken care of, and that's the focus right now. DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. DETROIT, Mich. - The number of passengers flying daily in the United State is growing but we’re only seeing a 40% total traffic when compared to a year ago.So airlines are still forced to operate on reduced schedules, some telling us it has created a flight booking headache.With travel down by about 70%, it's been a rough go for the airline industry, but passengers tell me there have been some upsides."Rescheduling the flight was a piece of cake," said one traveler."There's like no one in the middle seat, that’s super nice," said another traveler.Middle seats blocked, no change fees, and more lenient cancellations policies have all made flying much more appealing but traveling during the pandemic also mean dealing with a lot of changes."Saying it was frustrating is an understatement, it was utter chaos," said Kellie McDaniel.McDaniel of Monroe was thrilled about her November trip to the US Virgin Islands, that is until a change by the airline made it so that."Our connecting flights would not match up," said McDaniel.Now, the company did offer her a refund because they could not fix the issue."But then we were left with no airline," said McDaniel.
