MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. Mysterious packages are popping up on Medicare recipients’ doorsteps and the Federal Trade Commission said it’s part of a rising scam."That’s a back brace,” Anna Miller, a 94-year-old Medicare recipient said as she rifled through a package delivered to her home.Inside the box was a back brace, shoulder brace, and a couple of other pieces of medical equipment, the items came bundled together in a box addressed to Miller."They must have thought I was in bad shape to send me both of them in one box,” Miller joked.She said she never ordered any kind of medical device."I thought it was terrible because I figured it was false,” Miller said.As it turns out, her Medicare account got charged for the back and shoulder brace. It’s a scam the FTC said is on the rise targeting Medicare dollars and personal information.Miller reached out to Medicare to see what was going on. "They just said they'd look into it and they questioned me,” she said.Medicare followed up, sending a letter confirming an investigation into the matter. Meanwhile, the FTC is warning Medicare recipients to be aware.If someone calls and says they're with Medicare and offers you a “free” or “low cost” brace, hang up right away.Medicare will never call you with such an offer. Never give your Medicare or other personal information over the phone to anyone.If you do need a brace or medical equipment, talk to your doctor. MILWAUKEE — Surveillance video captured two porch pirates on a casual morning stroll. But what they don't know is that the owner of the package they're about to steal actually wants it to get taken. "Usually I get very mad when I see the package get stolen, but now this one I was like proud to show the video," said Jamie, who left a package of sweet revenge on her Milwaukee porch.Out of fear of retaliation, Jamie asked that her identity be concealed and to only use her first name. She says they've had about eight packages stolen from their front porch and have tried everything to fight back. They installed security cameras, asked for signed deliveries and even had items placed behind a fence. But somehow the thieves continued to be successful. Eventually, they decided to have everything delivered to work, but after a gift sent to her a month ago was stolen as well, she decided that was enough. "That's when we ordered the next package," she said. "We went on to a website that does anonymous deliveries and you can pick from all sorts of different fecal matter. The cheapest one is cow, we decided to go in full blast and we chose gorilla." The thieves didn't like what they had scooped up, and ended up tossing the item into a neighbor's yard. But they aren't the only thieves she's caught on camera. Video also shows a woman stealing that gift someone sent Jamie, that contained memorial stickers honoring her late father. "She threw it because it wasn't anything important to her but to me that was the most important package that had been taken off our porch," said Jamie. A neighbor ended up finding the discarded stickers in a nearby park. Jamie says she's tried to report the thefts to police, but she's been told it's a lost cause and the chances of catching these criminals are slim. So she hopes a little package payback will prevent thefts in the future. "We do live in a nice neighborhood," she said. "It's a nice a street, they're nice neighbors, we just don't know why it keeps happening to us."  2106

NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. This policy will eliminate this area of disproportionately in the justice system."View the arrests for marijuana categorized by race here.The DA's office said eliminating minor marijuana charges will lower costs for jail housing, courts and clerk's offices. The resources that would have been used to prosecute those charges will be allocated to supporting victims and prosecuting violent crime.Nashville Mayor John Cooper said in a statement that he supports the change in policy."I support the DA's decision to stop prosecuting minor marijuana offenses in Davidson County. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said.
