BEIJING, Dec.23 (Xinhua) -- China is tightening regulation on foreign investment in the real estate sector to crack down on speculation, according to a statement from the Ministry of Commerce(MOC) on Thursday.The ministry urges local authorities to increase checks and supervision on property investment that involved foreign investors and strengthen risk controls on the sector, said the statement posted on the MOC web site.According to the statement, foreign-funded developers are not allowed to make profits through buying and reselling real estate projects, which will be strictly monitored by the MOC along with the Ministry of Land and Resources and the State Administration of Foreign Exchange.The ministry also required local authorities to tighten scrutiny over foreign-funded investment companies and not to allow those companies to enter the real estate businesses, while closely examining the exact amount of foreign funds used in new real estate projects.Foreign direct investment(FDI) into China's property sector jumped 48 percent to 20.1 billion U.S. dollars in the first eleven months of this year, compared to a 17.73 percent growth in the total FDI in the same period, according to earlier MOC data.China introduced a group of measures to crack down on property market speculation and rein in skyrocketing home prices since the beginning of this year, including prohibiting the issuance of mortgage loans for third home purchases and raising down-payments.The government is also guarding against possible "hot money" inflows that might complicate China's policy to fight inflation.Property prices in 70 major Chinese cities rose 0.3 percent in November, month on month, and 7.7 percent year on year, according to the National Bureau of Statistics.

BEIJING, Nov. 22 (Xinhua) -- Chinese Ministry of Public Security said Monday that the nation's police authorities had shut down 500 underground banks since 2002 in its battle against money laundering.Ten crack-down campaigns have be waged since 2002 when the ministry set up a division dedicated to anti-money laundering, in which over 100 cases involving more than 200 billion yuan (30 billion U.S. dollars) have been handled, the ministry said in a statement.The ministry has trained more than 400 police officers specialized in handling money laundering cases over the past eight years, said the statement.In order to promote international cooperation, China joined the Moscow-based Eurasian Group on Combating Money Laundering and Financing of Terrorism as a founding member state inn October 2004.In June, 2007, China joined another international anti-money laundering organization, the Paris-based Financial Action Task Force on Anti-Money Laundering.

BEIJING, Nov. 30 (Xinhua) -- Chinese Premier Wen Jiabao on Tuesday urged Israel and Palestine to stay on the path of peace talks and take constructive moves to advance their stalled peace talks.Wen made the appeal in a message to the Conference in Commemoration of the International Day of Solidarity with the Palestinian People, which was held Monday at the United Nations headquarters in New York.Offering warm congratulations for the event on behalf of the Chinese government, Wen stressed that the Palestinian issue is at the core of the Middle East issue.The Chinese government has all along firmly supported the Palestinian people's just cause of restoring their legitimate national rights, and the efforts to continuously push the Middle East peace process forward, Wen said.The talks between Israel and Palestine have now reached a pivotal stage, he said, voicing the hope that both sides will stay on the track,take positive and constructive efforts, avoid any disturbance of the talks, cooperate with international mediation efforts, and constantly promote the negotiation process.He expressed the hope that on the basis of related UN resolutions and the "land-for-peace" principle, an independent Palestinian State with full sovereignty will be established and the peaceful coexistence of Israel and the Palestinian State will be achieved.An early settlement of the Palestinian issue is the expectation shared by all Middle East countries and peoples and the international community, Wen said.As a permanent member of the UN Security Council, China will as always support the United Nations in playing a vital role on the Middle East issue, he said.He added that China, along with the international community, will continue to make unremitting efforts to seek a just solution to the Palestinian issue and promote peace, stability and development in the Middle East.The UN General Assembly adopted a resolution in 1977 designating Nov. 29 as the International Day of Solidarity with the Palestinian People. UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its hope that parties in the north and south Sudan will make continuous efforts for a peaceful, free, transparent and just referenda in Sudan in accordance with the 2005 Comprehensive Peace Agreement (CPA), and called for international efforts to create favorable conditions for the January referenda.The statement came as Yang Tao, the counsellor of the Chinese Permanent Mission to the United Nations, was addressing an open Security Council meeting on Sudan."We hope the north and south Sudan will keep up the momentum, speed up the preparation for the referenda and ensure that the referenda are conducted in a peaceful, free, transparent and just manner in accordance with the CPA," Yang said.A referendum on self-determination for southern Sudan is scheduled to be conducted on Jan. 9, 2011, as it was stipulated in the CPA inked between north and south Sudan in 2005, which ended a two-decade civil war between the two sides."We call on the international community to create a favorable condition for the referenda and refrain from prejudging the outcome," he said. "No party should take unilateral action. No matter what outcome of the referenda might be, peace and stability in Sudan and the region must be ensured."Inhabitants of the south will vote on Jan. 9, 2011 on whether to secede from Sudan or remain united with the rest of the country. On the same day, residents of Abyei, located in the center of the country, will vote separately on whether to retain Abyei's special administrative status in the north or become part of Bahr el- Ghazal state in the south.Since the Security Council held the high-level open meeting on Sudan last month, the peace process in Sudan continues to register positive progress, Yang noted."Voter registration for the referenda for southern Sudan has been concluded smoothly, we commend the north and south Sudan, the African Union and the UN Secretariat for the efforts to this end," he said."Maintaining the peace, stability and development in Sudan is in the interest of the Sudanese people, and it is also conducive to the peace and development in the region and in the African continent," Yang said."China hopes that the north and south will cherish the peace that was hard to come by, and continue their equal dialogue and consultation in order to reach an early agreement on the border demarcation, Abyei and wealth sharing and other outstanding issues, " he said. "This is of great significance to the maintenance of the long-term peace and stability in Sudan and the region."
