SAN DIEGO (KGTV) – Monday, community leaders demanded reforms following the release of body camera video showing San Diego police officers shooting a robbery suspect over the weekend.Monday, SDPD said he was in the ICU with life-threatening injuries.“I'm asking for SDPD to put an aggressive plan together to ensure that [with] any officer-involved shooting that within 48 hours to 72 hours a video from the body worn camera footage is released,” said Rev. Shane Harris with the People’s Alliance for Justice.Body camera video released on Sunday by SDPD shows the moment leading up to Saturday's shooting. Police said they were patrolling Downtown when they saw Leonardo Hurtado Ibarra in a red jumpsuit and recognized he was wanted for a robbery.From a street camera, Ibarra is seen reaching in his waistband and raising his arms toward officers. Under Ibarra, body camera footage shows what police said was a gun wrapped in a bandana.“They went in guns blazing and this is not the training that they have,” said community activist Tasha Williamson on Monday. She added that the police should have called for back-up before the confrontation.“People are saying he pointed the gun at the officer and we're simply saying how is that because the officer on video show him running sideways behind the suspect to a cover which was the vehicle,” she said.“They used verbal commands. They followed what their training is and they did an exceptional job,” said former SWAT commander and lethal force instructor Ray Shay when he spoke to ABC10 News on Sunday.“It's unfortunate the gentleman was shot but you'll see that the police officer- after shooting the suspect and getting him handcuffed- immediately calls for an ambulance and here are these two young officers doing CPR to try to save the life of the man who just tried to kill them,” he added.Activists are now urging SDPD to release videos of future shootings as quickly as they did they this time and to release videos before still images.“We want a whole perspective of a situation. Not a half-perspective,” added Harris.Harris also wants the DA’s Office to form a special unit to investigative police misconduct and officer shootings. He’s also calling for more officer training on racial and implicit bias.ABC10 News asked SDPD about the calls for reforms and we are waiting for a reply.SDPD is still investigating Saturday’s shooting. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206

  

SAN DIEGO (KGTV) - More than 140 women, children and their family members will live inside Golden Hall for at least the next three months.The theater's second floor concourse will serve as a temporary bridge shelter while the city installs a new shelter tent at the corner of 17th and Imperial. Father Joe's Villages will manage the shelter, which is to serve as a transition for homeless families to find permanent housing and get on their feet. A recent city report found about 1,500 people were sleeping on San Diego's streets. The families moving into Golden Hall had been living in a bridge tent shelter at 14th and Commercial. That shelter is being removed to make way for a Father Joe's 14-story affordable housing tower. Golden Hall will have on-site residential staff and security 24 hours a day. Deacon Jim Vargas, president of Father Joe's Villages, said Golden Hall's location will present challenges when it comes to delivering key services out of Father Joe's main campus across downtown. He said these next few months will be a good test to see if something longer term could work. "I personally would love, in addition to the tent, to have some brick and mortar," said Vargas. "And if this facility works out well we'd be happy to continue as a service provider."The city is installing the new tent at 17th and Commercial over the next few months. SAN DIEGO (KGTV) - Most school districts in San Diego County are still figuring out how to reopen classrooms in the fall. On Wednesday, the Office of Education released new guidance on how districts and charter schools can do that safely. They put out comprehensive guidance that includes recommendations to alter many aspects of everyday life for parents, students, and teachers. It includes symptom screening, altering classroom layouts to support physical distancing. They also recommend frequently cleaning common areas, wearing face coverings, and restricting visitor access. RELATED: San Diego Unified School District approves fall reopening planMusic Watson says they've had to rethink every possible scenario. "Recommendations about not using water fountains because of the multiple touches there, or about spacing desks as far apart as practicable so that you can have distancing," said Watson, Chief of Staff with the Office of Education. On Tuesday, the San Diego Unified District approved their reopening plan. It would allow parents to decide whether or not to send their kids back to campus or continue online learning at home. RELATED: San Diego schools allowed to hold on-campus classes under new rulesBut, most districts we reached out to are still working on their plans. The Grossmont Union High School District says they're currently conducting input sessions with focus groups. They tell ABC 10News they hope to have a plan in place for board approval by early to mid-July. The Poway Unified School District says they'll have a plan by June 25. Their superintendent released survey results with parents, showing 59% of families want students to return to campus full-time. Meanwhile, 41% say they would prefer a blended or virtual learning option to continue. RELATED: State provides school guidance to reopen, up to local districts to implementThe Escondido Union High School District says they hope to release a plan by June 30. The Sweetwater Union High School District is hosting a virtual town hall on June 18 where parents can give input on what changes they hope to see. For 42 districts and more than 100 charter schools in San Diego County, the next school year will look very different. "Have a way of keeping records so that if someone ends up testing positive you can do the contact tracing to be able to go back and figure out with whom they've had contact," said Watson. "We really wanted to plan for every eventually, every possibility so that schools can be prepared."The Office of Education also recommends all schools keep the option of distance learning for families who prefer it. 2630
