SAN DIEGO (KGTV) - A known homeless encampment was cleared this week after employees who work nearby said they were terrorized.The encampment on Federal Boulevard near the 805 overpass was cleared of the usual campers, RVs, stuffed cars, tents and debris commuters often saw driving by.Cal Trans said it did a clean up of the area and California Highway Patrol issued a notice to vacate 72 hours before Monday morning.Nearby, employees who didn't want to reveal where they worked for fear of retaliation said homeless people caused hundreds of dollars in damage. "Windows have been smashed, a mirror was smashed," Jim Withrow said. He described an incident in which an employee coming into work heard a woman scream in the bushes, and was rattled as she rushed to the front door.Another Central San Diego worker said a homeless man jumped the fence and walked toward the front door as an employee was trying to get in. The employee entered and the homeless man shook the door trying to open it. Another employee opened the door and found out he wanted water. She said he didn't seem to be 'all there.'Withrow said the past few months have become more intense; "people who didn't seem to have all their facilities screaming and screaming at people going by."The company went to San Diego Police for help and started putting on pressure.Withrow said he saw the change instantly. "I came around the corner off of 47th and onto Federal and wow, there's no one there."Another employee said it took months to get to this point.San Diego Police told 10News they've been educating the vagrants, and issuing warnings.Along the street, new signs are posted every few yards reading "No littering or dumping.""It feels good, I feel safer. I feel safer because my employees feel safer," Withrow said.As for where the vagrants went, 10News went to the newest Safe Parking lot, run by Jewish Family Services, and it appeared vacant.The last time the Webster street was cleared out was December 2018. The huge undertaking took three days, and was short-lived."They did come right back," Withrow said.This time employees nearby hope the extra signage and police awareness will make a difference. "Hopefully the signs keep us safe out here but there's gotta be other things to do to help the people who are hurting too," he said.A new San Diego ordinance passed in May restricts people from living in their vehicles anywhere within 500 feet of a school or residence. Toni Atkins' downtown San Diego office Friday morning, and joined forces to call for help.Members from the Alliance of Californians for Community Empowerment gathered to tell Atkins to support Assembly Bill 1436, which would extend the eviction moratorium until April 1, 2021. They say it's the only way to protect people who haven't been able to pay rent because of the coronavirus pandemic.Meanwhile, a car rally organized by UDW/AFSCME Local 3930 demanded a new tax on California billionaires to help pay for child care and shore up holes in the state's education budget.The groups were unaware of each other's planned protests until they both showed up at Atkins' office at the same time. But they say their combined voices should help get her attention."This tax would help those families who need quality childcare, affordable childcare, so we are supporting the children," said Miren Algorri, a child care provider who supports the tax. "This is not about the rich, this is about the children, the future, not only of this community, but of California, the nation.""We need protection," said Patricia Mendoza, a mother of two who faces eviction if the current moratorium runs out. "Where are we going to go? What's going to happen to me, what's going to happen to my future? I don't want to have to tell my kids we're going to be homeless. And I don't think any mother, or any parent would like to tell their kids we're going to be homeless."Atkins has already written a bill that would allow landlords and tenants to work out a payment plan for back rent, to be paid between 2024 and 2034. SAN DIEGO (KGTV) -- A non-profit in Logan Heights is asking for the neighborhood's help clean up a community space used by families and children. The Logan Heights Community Development Corporation owns the Gilliam Family Community Space. In March, they were forced to shut it down indefinitely because vandals were using the space overnight.  The area is covered in graffiti and littered with trash. The vandals were using the tree house overnight and damaging the fruits and vegetables in the community garden.  Now, the non-profit wants volunteers to help revamp the area. They plan on knocking the tree house down and eliminating the garden to deter the people coming in overnight. A large community cleanup is scheduled for Saturday, June 2 at 2835 Imperial Avenue at 9 a.m. The non-profit relies solely on donations. SAN DIEGO (KGTV) - A man died after being shot in the Talmadge area early Friday morning, San Diego police said.According to police, the shooting was reported around 3:25 a.m. near Euclid Avenue and El Cajon Boulevard, east of Interstate 15.When officers arrived on scene, they found a 33-year-old Black male with upper body wounds. He was taken to a hospital, where he was pronounced dead.A witness said the shooter possibly fled in the victim's vehicle, described only as a dark-colored sedan.The circumstances leading up to the shooting are under investigation, and no suspect description was immediately available.Anyone with information regarding this incident is asked to call the Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477. 763

SAN DIEGO (KGTV) - A Hillcrest woman says the sounds that wake her up every day also make her dread going into her own home.After retiring, Mary Alsop moved from New Jersey two years ago and bought a condo on Centre Street."I was going to read all these books I said I was going to read," said Alsop.But her retirement dream has been interrupted by a constant stream of announcements from the Hillcrest branch of the DMV, starting around 8 in the morning and ending sometime past 6 at night.  A woman's voice can be heard rattling off ticket numbers and the windows that customers should report to."It's endless, repetitive and numbing," said Alsop.In late February, several loudspeakers were installed outside the DMV building. Between her condo and the DMV office are trees, a row of condos and apartments, along with four lanes of traffic and a large median.  Yet, when 10News was in her condo, those sounds could clearly be heard in her bedroom. The joy of reading is now a chore."It intrudes on your thinking and concentration," said Alsop.Shutting the windows reduces some of the noise, but makes it stuffy inside.Alsop isn't alone.  On the app Nextdoor, neighbors have been voicing their frustration for months.  Alsop says she and others have complained in person and online.  She says a few times, the volume has been turned down, only to go back up days later."I"m tremendously stressed out.  I just want my home back," said Alsop.A DMV spokesperson emailed 10news saying they've already agreed to turn down the volume.  10news responded, informing them the neighbors still feel the noise is too loud.  We are awaiting their response.  1698
