SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. SAN DIEGO (KGTV) — In the midst of a housing supply crunch, San Diego is seeing apartments taken off market and reserved for short-term vacationers. The units would add to the estimated 16,000 vacation rentals now available in the City of San Diego, according to a recent audit.Now, a company called Sonder has signed master leases at apartment complexes and towers in locations including downtown, North Park, Little Italy, and Point Loma. Instead of renting them full time, the company leases them to visitors, charging more than 0 per unit on an average night. "Every San Diego resident needs to be afraid of that," said Brian Curry, whose group Save San Diego Neighborhoods is tracking Sonder. "It's a huge crisis, drives up rents, drives up housing prices."Curry's group estimates Sonder has leased more than 70 units and counting, including entire buildings in some locations. A spokesman for Sonder declined comment Thursday. In the past, the company has stated it pays all local taxes and that it has the right to sublease to short-term renters. Additionally, it has noted that developers have used increased revenue from Sonder to build even more market rate units. Still, City Councilwoman Barbara Bry said she was appalled at the practice and says the city should be ensuring developers deliver on the units the city approves. "Private developers tell us, 'let us build more units, let the market take care of our housing problem,' and then they artificially remove units and turn them into short-term vacation rentals," she said. "That's not fair."Meanwhile, the city code enforcement division is continuing to investigate The Louisiana complex on University Avenue. The city approved the complex as a 13-unit mixed-use apartment complex, but Sonder has the master lease for each of the market-rate units. SAN DIEGO (KGTV) — It's been a tumultuous year for East Village's Monkey Paw Brewery.The local brewing company was purchased by Coronado Brewing Company in July 2017, put up for sale in May of this year, and closed its downtown San Diego brewpub Monday.Coronado Brewing Company (CBC) CEO Brandon Richards said in May, months after finalizing the purchase, the sale was part of a refocusing for CBC.RELATED: Miramar's Intergalactic Brewery is closing its doors"While we were excited about the potential of Monkey Paw, the decision to sell came from the need to refocus our energy toward Coronado Brewing," Richards said. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149
