BEIJING, Feb. 14 (Xinhua) -- China's meteorological authority announced on Monday that it has received 7.5 million yuan from the country's Ministry of Finance to strengthen its efforts in fighting persistent drought in some regions.The fund would be used to support efforts by meteorological departments in Shanxi, Hebei, Anhui, Shandong, and Henan provinces, all major crop-producing regions, to conduct activities for seeding clouds and making artificial rain, according to a statement posted on the National Meteorological Administration website.Government data shows that a prolonged drought since last October had affected 108.24 million mu (7.22 million hectares) of wheat crops in those provinces, as well as Jiangsu, Shaanxi and Gansu provinces, as of Sunday.The statement added that some of the affected regions experienced two rounds of snowfall last week, which were helpful in alleviating the drought. However, the major wheat-growing provinces of Shandong and Henan recorded no rainfall.The country's meteorological authority also predicted no significant rainfall or heavy snowfall for the dry regions over the next three days. WASHINGTON, May 1 (Xinhua) -- The launch of U.S. space shuttle Endeavour on its final voyage will be no earlier than May 8, after technical problems uncovered last week proved more complex than originally thought, the U.S. National Aeronautics and Space Administration (NASA) announced Sunday.NASA tried to launch Endeavour on Friday on its 25th and final flight to deliver the 2-billion-dollar Alpha Magnetic Spectrometer (AMS) particle detector to the International Space Station. AMS, a particle physics detector, is designed to search for various types of unusual matter by measuring cosmic rays. Its experiments are designed to help researchers study the formation of the universe and search for evidence of dark matter, strange matter and antimatter.The space shuttle Endeavour sits on launch pad 39A as work continues on the shuttle's auxilliary power unit at the Kennedy Space Center in Cape Canaveral, Florida May 1, 2011.However, the launch was called off after engineers detected a failure in one of two heater circuits associated with Auxiliary Power Unit (APU) 1. Heaters are required to keep the APUs' hydrazine from freezing on orbit.NASA hoped Endeavour would lift off on Monday. But further trouble-shooting indicated the glitch was more complicated than officials hoped initially.The failure appears to be a power problem within the aft load control assembly-2, a box of switches controlling power feeds."That basically means the power is not getting out to the heaters that weren't working on launch day," said Space Shuttle Program Launch Integration Manager Mike Moses.

BEIJING, Feb. 23 (Xinhua) -- The Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body, opened its door to 43 correspondents from 33 overseas media outlets on Wednesday, 10 days ahead of its upcoming annual session.It was the first time that the top political advisory body invited a group of overseas journalists, including those from Hong Kong, Macao and Taiwan, to tour its work place, which used to be the site of an imperial compound 100 years ago.The media tour was hailed by Zhao Qizheng, head of the CPPCC's Committee of Foreign Affairs, as a move that reflects the "enhanced openness" of the CPPCC.During the tour, resident reporters from countries and regions such as the United States, Russia, Germany and Japan visited the CPPCC auditorium and a gallery that exhibits the agency's history and its role in Chinese political life through numerous pictures and relics.Located in downtown Beijing, the CPPCC was established on September 21, 1949. It is a patriotic united front organization for Chinese people and serves as a key mechanism for multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC).The main functions of the CPPCC are to conduct political consultations, exercise democratic supervision and participate in the discussion and the handling of state affairs. Reporters raised many questions during the visit.Watanabe Yasuhito, a staff correspondent for the Kyodo News China General Bureau, has been working in China for four years. "As Japan doesn't have similar institutions like the CPPCC, the Japanese generally have little idea of it," he said. "I now have a more direct idea of the system by actually walking into the CPPCC."He told Xinhua that Kyodo News would send eight reporters to the upcoming two annual sessions of China's National People's Congress (NPC), its national legislature and the CPPCC, as many Japanese pay close attention to the major political events in China.He said the 12th Five-Year Program and hot economic issues are among their key concerns. BEIJING, Feb. 19 (Xinhua) -- Chinese Vice Premier Li Keqiang has demanded the comprehensive enforcement of the country's food safety laws, urging checks to be tightened against unsafe food products.China should enhance efforts to ensure food safety, which is crucial for protecting human lives and improving people's living standards, Li said while addressing a meeting on food safety on Friday, according to an official statement issued Saturday.Also, emphasis should be directed to both special campaigns, which are launched to check against unsafe food, as well as daily supervision of food manufacturers, he said.The meeting also heard reports on food safety delivered by officials from health and agriculture ministries, the State Administration for Industry and Commerce, and the General Administration of Quality Supervision, Inspection and Quarantine.Participants at the meeting agreed that China should improve its system to monitor and assess food safety risks and enhance emergency response capabilities in this regard.They also called for improvement of food safety-related laws and regulations, as well as measures to target those core factors that affect the safety of food products.At the meeting, local government departments were asked to closely cooperate and improve the system to ensure food safety.Further, the participants agreed that authorities should publicize accurate information about food safety in a timely manner, and do more to forge a social atmosphere favorable for ensuring food safety.

CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. Participants will look at how Africa can strengthen its representation and negotiation capacity on global platforms such as COP 17 and the G20.Meanwhile, the meeting will look into Africa's industrial diversification, which is widely considered as an effective way to increase competitiveness. Discussions under the thematic pillar of "Fostering Africa's News Champions of Growth" will focus on what innovative and entrepreneurial lessons drive Africa's fastest- growing companies, and how can Africa's emerging economies build capacity in science, technology and innovation to move up the value chain.Another topic expected to attract much attention is Africa's inclusive development. In recent years, African decision makers have been looking for ways to attain inclusive development by translating economic growth into better lives for the people.Marcus Courage, managing director of consulting group Africapractice, said ahead of the meeting that Africa must start measuring its economic growth in terms of job creation and progress of value addition of what it produces, rather than the gross domestic product (GDP), if it has to move from vision to action."One of the challenges is that we measure economic success in therms of GDP. That is not fair reflection of action," he told Xinhua.Under the thematic pillar of "Building Partnership for Inclusive Development," participants will debate on how can inclusive growth be put at the heart of a sustainable development agenda for Africa, and how can government of African countries work together with the business sector to distribute more equitably the benefits from the wealth in natural resources, among others.Regarding the highlight of this year's meeting, Tweedie said there will be a strong focus on green growth and the environment agenda, working closely with the South African government, given that South Africa will be hosting the COP 17 meetings in December.The meeting will also have very strong representation from Francophone west Africa for the first time. As a result a good part of the discussions will be focusing on issues taking place in this part of Africa, she added.Although South Africa has hosted the World Economic Forum on Africa for a number of times, this year the host is attracting particular attention.South Africa has joined the BRICS group of countries which also include Brazil, Russia, India and China, becoming the only African member in the grouping. It is also the only country from Africa in G20. In November this year, South African city of Durban will host the 17th Conference of the Parties (COP 17) to the UN Framework Convention on Climate Change.How can the country speak for Africa in the international arena, and what role can it play in facilitating closer cooperation between developing countries is also expected to draw in-depth discussions at the meeting.Meanwhile, participants are also expected to exchange views on issues including Africa's agriculture development, infrastructure construction, China-Africa cooperation, impact of political situation in North African and the Middle East on Africa's economic development, among others.
