The dogs were so malnourished their ribs were showing, authorities said.Erie County Dog Warden Barb Knapp said the dogs are getting fresh food and water and will be nursed back to health.The owner of the hotel said Powell would never let him in the room."We didn't know what was going on in the room, because she never let me in the room," Raghbir Virk said."It was pretty heartbreaking because the child, they don't have a choice.
