SAN DIEGO (KGTV) -- A family moving from Philadelphia to San Diego says they had their belongings stolen within the first 30 minutes of being here.The family says it all happened in the parking lot of a Target store in Mission Valley. The cargo carrier atop their car, stolen from the roof.The family says they think the suspects who stole the items may be professionals. Michael Kaminis says he thinks the thieves knew what they were doing when they unhooked the carrier without leaving a mark. “I was in shock, the kids were crying.”Kaminis says despite the setback, his family is staying positive. “You can’t let a thing like this deter a big life decision, they’re still on board, they love the idea of San Diego. SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. SAN DIEGO (KGTV) - A body washed ashore in Ocean Beach early Monday morning a few hours after a man was seen diving off the Ocean Beach Pier.At about 1 a.m., someone called 911 to report seeing a man jumping off the OB Pier into the ocean. A witness said the man was seen on his back being pulled out to sea.When authorities arrived, they found the man's belongings on the pier but could not locate him in the water. Lifeguards and Coast Guard personnel launched a search, but the man was nowhere to be found.Shortly after 4 a.m., authorities responded to the discovery of a body on the beach nearby. Authorities said it was too soon to determine if the body is that of the man who dove off the pier. 708

SAN DIEGO (KGTV) — A Descanso woman whose power was cut during last week's Red Flag warning was surprised to receive a utility estimate showing an increase in power use.Cheryl Erpelding's power was taken away for parts of both Oct. 30 and Oct. 31, when SDG&E was trying to prevent a wildfire from igniting and spreading. Still, she got an estimate from SDG&E showing that she used the most power during the parts of those two days when the power was on. "If you're going to email me how much I'm using, why don't you email me a better guess," Erpelding said. RELATED: Homeowners with solar heated about SDG&E proposal to raise minimum billErpelding's weekly estimate showed she used 31 kilowatt hours on Oct. 31, and 26 kilowatt hours on Oct. 30. On other days of the week, her usage ranged from 16 to 24 kilowatt hours.SDG&E says the reason for this is Erpelding is a solar customer. The estimate she received reflects her net usage, which usually reflects credit for her putting power back into the grid. That reduces her net usage significantly. During the public safety power shutoffs, she did not put power back into the grid, but still used power during parts of the day it was on.
