SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. SAN DIEGO (KGTV) - Immigration rights advocates in San Diego are worried about the impact of President Trump's promised mass deportation. In a pair of tweets Monday night, President Trump said that U.S. Immigration and Customs Enforcement would next week "begin the process of removing the millions of illegal aliens who have illicitly found their way into the United States."Benjamin Prado is the program coordinator for the U.S. Mexico Border Program with the American Friends Service Committee. Prado says the tweets are causing concern and confusion.“We’re not sure because of the tweets, they are just so random, and very limited in scope and depth," said Prado. ICE agents carried out an immigration crack down at the Zion Supermarket in Clairemont Mesa back in February. Twenty-six workers were detained. "Our communities have experienced all kinds of things, whether it be on transportation, roving patrols, that border patrol has done in the past,”said Prado. He said his members started watching their communities long before the president's latest tweet. "Our community members are mobilizing, have been mobilizing even before this tweet, and have been out in the community, making sure Immigration and Customs Enforcement doesn’t go and separate families," said Prado. Immigration attorney Edward Orendain said the enforcement action would likely target people who have skipped out on their hearings or who have been given final deportation orders. "Apparently, this is going to be targeted more toward people who already have outstanding deportation orders or orders of deportation. Initially, that may seem to be a good thing, but I know, because I have several clients, that a significant number of the people who already have final orders of deportation are under supervised release, which means local immigration already knows of them, but they’re allowed to stay in the United States usually for humanitarian purposes," said Orendain. Orendain says he has one client, who was given final deportation orders, but is on supervised release because she has an ill son who is a U.S. citizen. "She's been removed a couple of times, but she has a U.S citizen child who has severe medical and developmental issues and really can’t get the standard of care in his home country,so the government knows about her, knows that she has final orders of removal or deportation, but allows her to stay here as a humanitarian issue," said Orendain. It's estimated more than 200,000 undocumented workers are in San Diego County. Orendain said he hopes the president's tweet has more to do with politics than any actual plan.
