BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.

BEIJING, June 10 (Xinhua) -- China hopes the United States will take an objective, rational and just view towards China's national defense policy and the development of its armed forces, said Foreign Ministry spokesman Qin Gang here on Thursday.Qin's comment came in response to a question on China's attitude towards a U.S. military officer's remarks on China's military development.The Chairman of the U.S. Joint Chiefs of Staff Admiral Mike Mullen said in a speech to the Asia Society's annual dinner that he was now "genuinely concerned" about "the gap as wide as what seems to be forming between China's stated intent and its military programs."Responding to the remarks, Qin urged the U.S. side to do more to build military relations with China, rather than harming them, so to ensure regional peace, stability and security.Qin said the sole purpose of China's defense policy is self-defense and its military is being developed in a peaceful way.China's development will not pose a threat to any country and anyone, he stressed, adding "We will not threaten and invade others."China opposes hegemonism, he said. TANGSHAN, Hebei, July 28 (Xinhua) -- Tangshan, a Chinese city that lost 240,000 lives to a devastating earthquake 34 years ago, relived the pain and sorrow once again Wednesday on another anniversary.Not only Tangshan, the whole nation's memories of the catastrophe also came alive again as a film about the earthquake, "Aftershock", hit the big screen across the country.A 7.8-magnitude earthquake struck the industrial city in north China on July 28, 1976, which was believed to be one of the deadliest natural disasters of the 20th century.Thirty-four years later, exactly on the very same day of the quake, Wu Ze, 46, came to a black marble wall that bears the names of all victims of the earthquake, including her sister's."I was 12 and my sister was 16 (when the quake struck). She was the smartest kid in the family and the best in her class. She was just gone overnight, " Wu said, unable to stop weeping."Every year on July 28, I come here for her," she said.The Tangshan government built the 300-meter-long wall, widely known as the Chinese "wailing wall", two years ago for the public to mourn those they had lost, as most of the dead were hastily buried in mass graves.The Tangshan Earthquake Memorial Park, where the "wailing wall" is located, saw its busiest day of the year Wednesday as people streamed in to mourn for their beloved ones.An earthquake museum in the park also opened to the public Wednesday.Covering an area of 12,000 square meters, the museum displays more than 400 photographs and 600 pieces of articles about the 1976 earthquake.
