SAN DIEGO (KGTV) - Safe Walkways, a group of San Diegans concerned over the misuse of motorized scooters, submitted proposals to the Mayor Kevin Faulconer's office Tuesday.They’re asking for stricter enforcement when it comes to use of motorized scoots on sidewalks and walkways.“It’s dangerous for the people who ride them,” said Dr. Jonathan Freeman, who submitted the proposals. “The riders try to avoid riding on the road, so they ride on sidewalks and walkways like this, and they put pedestrians in danger.”Safe Walkways has launched its NOW campaign, which stands for “Not On Walkways”. The group is asking the city to require companies that own the scooters, and the riders to obey laws or face penalties.They want companies to require scooter users to provide an image of a unique valid driver license to open a user account.They say if terms aren’t met, they want the city to make sure the company loses its rights to operate in San Diego.Freeman said walkers and people with disabilities have been greatly affected by the use of scooters on sidewalks and other walkways.Right now, police can ticket people who ride scooters in banned areas, like sidewalks, but Freeman said that hasn’t stopped many people from doing it.Other San Diegans say the scooters have helped tremendously when it comes to getting around town efficiently.It’s unclear if the city will enforce new rules in response to the proposal.Below is the list of proposals sent to the Mayor’s office by the group.THE SAFE WALKWAYS PROPOSALS FOR TERMS TO BE INCLUDED IN THE CITY’S PROPOSED REVOCABLE PERMITTING AGREEMENT GOVERNING MOTORIZED SCOOTER RENTAL COMPANIES SUBMITTED TO THE MAYOR OF SAN DIEGO ON JANUARY 2ND. 2019.The Mayor proposes that rental motorized vehicle companies sign a revocable permitting agreement setting out terms to be met. ? Failure to meet the terms must lead to permit revocation and loss of the company’s right to operate in San Diego. ? If the permit is revoked, the company shall remove their motorized vehicles, such as motorized scooters and motorized bicycles, or have them removed.Placing motorized scooters on sidewalks contravenes multiple regulations and encourages users to drive on sidewalks. For pedestrian safety, motorized vehicles must not be placed on any walkwaysWe propose that the permitting agreement include the following requirements: 1. The company shall display a unique identifier, visible at a distance in daylight and after dark, on each of its vehicles.b. The company shall provide a means for images showing misuse or misplacement of a uniquely identifiable vehicle to be reported immediately by the public to the company, with simultaneous notification sent to the City for verification.c. Using this public reporting system, the company shall permanently close within 24 hours of receipt of the report the account of any user found to have failed to obey State or City laws while using its vehicle.d. Each month the company shall report to the City the number of reports received and accounts closed.7. SAN DIEGO (KGTV) - San Diego Police are searching for a man with autism and epilepsy who hasn't been seen since he left home Sunday.Guillermo Gradilla has a history of running away, his family said. SAN DIEGO (KGTV) -- Rancho San Diego Elementary School Wednesday experienced a water outage as a result of vandalism and theft to pipework. The crime occurred overnight and was discovered as staff entered campus for work Wednesday morning. Maintenance staff repaired the pipework and restored water to campus in three hours. Staff provided students with water during the outage. Hand sanitizer and baby wipes were also given out. 438

SAN DIEGO (KGTV) - San Diego cyber security expert Ted Harrington with Independent Security Evaluators invited us to his Downtown office to see how quickly and easily he and his colleagues demonstrate successful hacks of modern medical devices. Medical devices like pacemakers and patient monitors are some of the newest vulnerabilities to cyber attack in the healthcare industry.  The threat hits home. According to the California Life Sciences Association, the state has more medical device jobs that anywhere in the nation, with 74,000 employees. A total of 7,700 of them are based in San Diego.  San Diego is a city that's no stranger to malicious software or "malware" assaults on the medical sector. Last year, the 306-bed Alvarado Medical Center had its computer system affected by what it called a "malware disruption". The hospital briefly considered doing an on-camera interview with us about the security changes that have been implemented since the incident, but then it backed out.The hospital spokesperson cited in part, "A careless slip during an interview can reveal possible [vulnerabilities] in our 'armor' that a hacker can take advantage of." Also last year, nearby Hollywood Presbyterian Medical Center made headlines when it paid a ,000 ransom to the hacker who froze its computer system for several days."Healthcare is attacked more than any other industry because that's where the money is," writes prominent cybersecurity company Sophos in its SophosLabs 2018 Malware Forecast report. A records check on the U.S. Department of Health and Human Services' Office of Civil Rights website shows a total of thirteen California healthcare facilities that are currently under investigation for reported hacks.  Now, the threat to patient privacy could be challenged by a threat to patient safety. Harrington and his team connected my finger to a sensor that was attached to a patient monitor. My healthy vitals were displayed on the patient monitor screen and on the screen representing a nurse's computer. In a real-world setting, that nurse's computer would be in a different room from the patient and his or her monitor. 10News Reporter Jennifer Kastner was asked to remove my finger from the sensor, to make it look like she was flat-lining, but Harrington and his team hacked the nurse's computer in seconds to make the nurse's computer show that she was still healthy.He and his team also showed us they could hack a patient's displayed blood type."If the physician thinks the patient is a certain blood type and orders a transfusion of a different blood type, that directly hurts the patient. It would most likely result in a fatality," says Harrington. In October, the FBI put out a warning about the growing concern over cyber criminals targeting unsecured "Internet of Things (IoT)" devices, including medical devices like wireless heart monitors and insulin dispensers. Years ago, it was reported that former Vice President Dick Cheney had his pacemaker altered to prevent an assassination attempt. "We can't bury our heads in the sand anymore. These types of medical cybersecurity vulnerabilities are going to become commonplace," says Dr. Christian Dameff with UC San Diego Emergency Medicine. Dameff is also a self-described hacker. Despite the FDA's claim that there aren't any known cases of patients' devices getting hacked, Dameff believes attacks have happened and they were likely accidental, but never got reported."These devices in our systems are not well equipped to even discover these types of attacks," he said. "It's essentially like asking a toaster to figure out if your house has been hacked. They're just not designed to find out."The experts we spoke to want to make it clear that while there's a threat of cyber attacks on medical devices, the likelihood of it happening to the average patient is low. They urge people to stay mindful of the risks and talk to their healthcare providers about solutions.   4453

SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns.On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded.When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added.On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. Contact tracing involves notifying people who have been in close contact with an infected person to prevent the disease from spreading to others, and most of that work can be done by phone, text, email and chat.We are aware of San Diego's interest in utilizing a contact tracing application. We continue to focus on standing up the manual contact tracing process (via phone, text, email and chat) and the data management tool that assists our contact tracing workforce." 3226
