SAN DIEGO (KGTV) - The San Diego man who claimed he punched a San Diego Police officer in self-defense was convicted on four counts Friday.Frederick Jefferson was arrested February 3 at Chicano Park in Barrio Logan. At the time, police were trying to disperse a crowd which had gathered as two groups debated the historical significance of the park. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. SAN DIEGO (KGTV) — The threat of coronavirus still is looming and combined with a new problem of bad air quality from west coast wildfires, means there are now more reasons to wear masks, but not all masks will protect against both.The CDC currently recommends the public wear masks with two or more layers over their nose and mouth to stop the spread of COVID-19. In regards to the particulate matter in the air because of wildfire smoke, the cloth coverings are not enough protection.“If you’re wearing a cloth mask for COVID, it doesn’t necessarily mean you’re protected from those microscopic smoke particles that can still be breathed in,” said Robert Reider, Interim Director of the San Diego Air Pollution Control District, or SDAPCD.Reider said the air in Southern California has been some of the worst in the world through the past week. This is because of the multiple wildfires burning in Northern California, Oregon, and Washington. The winds are pulling the smoke south and it’s settling in places like San Diego, creating hazy and unsafe conditions. Reider said the winds are expected to shift around Friday, meaning the haze should clear after that.In the meantime, Sharp Rees-Stealy physician Jyotu Sandhu said N95 masks are the best protection against wildfire smoke. He added that individuals should assess their own health when determining how seriously they need to take the smoke. People with lung or breathing issues like asthma and COPD should be more aware of the smoke.The SDAPCD issued a Wildfire Smoke Advisory because of the impacts. The air quality will range between "moderate" and "unhealthy for sensitive groups" through Thursday. Sandhu said he’s had patients asking if it’s safe to exercise in the smoke. He said if a person is healthy, they can go outside but should consider spending less time outdoors than usual. For example, if a healthy person runs outside for an hour a day, it might be smart to cut that time in half and only run for half an hour in the smoke. SAN DIEGO (KGTV) -- Three Port of San Diego Harbor Police officers tested positive for coronavirus, the department announced Wednesday.After learning of the positive results, the Port of San Diego says it notified the department and port staff.The officers are isolated and undergoing treatment at their homes and will seek further care should it be necessary. Their condition is unclear at this time.The department also said it’s working with San Diego County health officials to conduct contract tracing and notify people who had close contact with the officers.“Prioritizing the health and well-being of the public, our partners, and Port employees and their families, the Port encourages and reminds the public, for their health as well as that of first responders, to wear face coverings, practice and maintain social distancing, wash hands frequently, and avoid crowded spaces and gatherings,” the Port of San Diego said in a news release. 953

Customers will see more sustainable items made from paper and aluminum. The transition to more sustainable produces also comes with a price. "It's a little more expensive but we understand why we have to do it," said Maggie Rojas from Giorgino's Cheesesteaks in Golden Hill. "Little by little we started the transition, so we didn't wait until the last minute to do it.""We all care about the environment so we want to help out," said Rojas. "It’s a big problem."There are some exceptions to the rules. Grocery stores will be able to use styrofoam trays for packaging raw meat, fish and poultry through 2021.
