NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

Most Americans will spend more to heat their homes this winter, according to the US Energy Information Administration, part of the Department of Energy.As coronavirus pandemic safety measures continue around the country, more Americans will be spending more time in their homes this winter compared to previous years. Spending more time in the home for work and school plus the projected forecast for a colder winter, could combine for an increase in natural gas, electricity and propane heating costs.“EIA generally expects more space heating demand this winter compared with last winter based on forecasts from the National Oceanic and Atmospheric Administration (NOAA) that indicate colder winter temperatures. U.S. average heating degree days in this forecast are 5% higher than last winter,” the agency stated.The EIA is projecting households will spend about 6 percent more than last year if they use natural gas, 7 percent more if they use electricity and between 12-18 percent more than last year if using propane for heat this winter.Those using heating oil could see a decrease of about 10 percent this year over their heating bills last year, according to the agency.In their short-term energy outlook report, the EIA also said renewable sources of electricity will grow in 2020 and into next year.“EIA forecasts that renewable energy will be the fastest-growing source of electricity generation in 2020. EIA expects the U.S. electric power sector will add 23.3 gigawatts (GW) of new wind capacity in 2020 and 7.3 GW of new capacity in 2021,” the report stated.They also expect a 26 percent decrease in US coal production in 2020.“COVID-19 and efforts to mitigate it along with reduced demand from the U.S. electric power sector amid low natural gas prices have contributed to mine idling and mine closures,” they stated.The agency is also projecting a 10 percent decrease in US energy-related carbon dioxide emissions in 2020, as a result of reduced consumption of fossil fuels. NASCAR and the FBI said on Tuesday that investigators have completed an investigation and determined that driver Bubba Wallace was not the target of a hate crime.The racing circuit said that video from NASCAR given to the FBI concluded that a rope fashioned like a noose had been hanging from Wallace’s garage since as early as last fall. But the garage had not been used since a race in 2019."The FBI learned that garage number 4, where the noose was found, was assigned to Bubba Wallace last week.," said US Attorney Jay E Town and FBI Special Agent Johnnie Sharp in a joint statement. "The investigation also revealed evidence, including authentic video confirmed by NASCAR, that the noose found in garage number 4 was in that garage as early as October 2019. Although the noose is now known to have been in garage number 4 in 2019, nobody could have known Mr. Wallace would be assigned to garage number 4 last week."NASCAR President Steve Phelps told reporters that NASCAR will continue its own investigation.“I want to be clear about the 43 team – the 43 team had nothing to do with this,” Phelps said. “The evidence is very clear that the noose that was in that garage had been in the garage previously. The last race we’d had there in October, that noose was present, and the fact that it was not found until a member of the 43 team came there is something that is a fact.“We had not been back to the garage. It was a quick one-day show. The crew member went back in there, he looked at - he saw the noose, brought it to the attention of his crew chief, who then went to the NASCAR series director Jay Fabian and we launched this investigation. To be clear, we would do this again. The evidence that we had, it was clear we needed to look into this."Wallace's crew reported on Sunday finding a noose hanging from a garage stall at Talladega Superspeedway. Before Monday's race, drivers and crew members stood in solidarity with Wallace.
