SAN DIEGO, Calif. (KGTV) - A ceremony to remember those Missing in Action (MIA) and Prisoners of War (POW) was held on the USS Midway Saturday morning. POW/MIA recognition happens every September to pay tribute to those still missing.There are still 82,000 missing Americans from World War II, Korean War, Vietnam War and the Cold War. The National League of POW/MIA Families was formed to help recover and identify remains. (KGTV)- Video of a disturbing racist rant was captured in downtown San Diego Tuesday, and the man who experienced the verbal attack is sharing his story.Rodney Jackson was working as a security guard outside of the Pinnacle on the Park apartment complex in the East Village when an unidentified woman began hurling racial slurs at him.“I was trying my best to diffuse the situation, and she just continued to antagonize,” said Jackson. “It kind of caught me off guard because I’ve never dealt with anything like that before.”RELATED: Mother responds to video showing woman hurling racial slurs at son (VIDEO)In the video he recorded, the woman repeatedly attacks Jackson with racial slurs, even after he asks her to stop.“I started recording just to save myself because of everything going on,” he said.The unprovoked verbal attack happened in the early morning hours on Tuesday.Jackson said the woman was kicked out of a party at the high rise.“She went outside and started arguing with some people walking back, I asked her to come in the building, and I’ll call her a cab,” he said.He said she appeared to be intoxicated and suddenly directed her anger at him.“I told her again, ‘I called you a cab, but I don’t agree with the way you’re calling me all these different names’ and she just continues.”The video shows the woman calling Jackson the N-word repeatedly during the confrontation.“If you’re going to act like a n-----, then I’m going to call you n-----,” the unidentified woman shouts at Jackson. “I don’t [expletive] care!”Jackson remains calm and composed as the woman continues to harass him.“My mother and my grandmother, they raised me never to let anyone get me too upset to where it gets me out of character or changes the person that I am,” he said. “They raised me to be a strong black man.”Jackson said he grew up in National City in a multi-cultural neighborhood, and this was his first time experiencing something like this.“I’ve never looked at people by their color,” he said. “I played semi-pro football for a San Diego team, and we had people from all kinds of ethnic backgrounds, and we’re all just a family.”Jackson’s brother and mother shared the video on social media to highlight the issue of racism.He said he hopes the painful video will serve as a reminder that racism does still exists, even in that community.“Be open-minded and accept people for who they are. San Diego (KGTV)- Heart- pounding moments for visitors at the San Diego Zoo Safari Park. Powerful gusts tossed riders on the Balloon Safari from side to side. Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. They sent us a statement about the incident, saying in part: “As the sudden storm arrived and winds picked up, some operations at the Park, like Balloon Safari and Flightline were closed to public use.”No one was hurt while on the ride. 1090

SAN FRANCISCO (AP) — Gov. Gavin Newsom declared an emergency Tuesday over wildfires burning throughout California as the state's power grid operator pleaded for continued conservation to avoid rolling blackouts. The grid operator praised residents and businesses for astonishing conservation efforts that kept the power on Monday night. The state is in a days-long heatwave that has stressed the electrical system and resulted in rolling blackouts over two nights last weekend. Outages, excessive heat, wildfire and the pandemic have people on edge. Evacuations were in effect or growing in several Northern California communities because of growing fires. Newsom demanded an investigation into two smaller weekend blackouts. 733

SAN DIEGO (KGTV) -The extended patio seating in the Gaslamp Quarter is here to stay for now, according to the Gaslamp Quarter Association.Thanks to a special events permit, as long as social distancing is required, restaurants will overflow into the streets with patio dining Thursday through Saturday each weekend through the end of the year.Manager at The Field Phil Nestor was thrilled to see how busy it was Saturday, saying the patios made a "100%, a million times over," difference to recuperating after being shut down during the pandemic.He said people feel more comfortable sitting outside, and diners said they enjoyed the atmosphere."I think it's actually a pretty good idea, it reminds me of my time in Europe so I think it's pretty cool," Luis Morales said.Fifth Avenue shut down between G and L Streets Thursday through Saturday to make way for the patios, and was slow to start."I think the first day everyone was finding their feet I guess, they were seeing how many tables they could put in their area," Nestor said.By Saturday nearly a dozen restaurants expanded into the streets.Morales said they enjoyed themselves, "we came out to get together with the boys and just finally get a sense of normalcy."Right now normalcy comes with hand sanitizing stations at each table and masks while you're waiting to be seated."I always take my precautions," one diner said. The man said he came down from Los Angeles to celebrate his birthday and felt safer in San Diego compared to up north where Orange County reduced their mask policy to "strongly recommended."Last weekend images of crowds not social distancing, or wearing masks in the Gaslamp Quarter garnered harsh words from County Supervisor Nathan Fletcher. He said earlier this week targeted enforcement would ensure this doesn't happen again.Nestor said the weight falls on restaurants to enforce the county's policies, "we're responsible for our patio and the surrounding areas and making sure people are in the line wearing masks and they're social distancing.""You can't just run into the street and tell someone to do something but you're doing your best and I think most people whether they're drunk or not, I think taking responsibility for themselves too which is a good thing to see," he said.He and other businesses are hopeful as long as the patio dining is successful and they keep everyone healthy this could become a more permanent fixture."I hope it becomes a permanent thing, a lot of the restaurants do," Nestor said, hopeful business will continue to climb, helping them recover from the pandemic. 2592
