WUHAN, Aug. 27 (Xinhua) -- East Star Airlines, the debt-laden private airline based in central China's Wuhan City, officially went bankrupt after its restructuring application was rejected Thursday.     The Intermediate People's Court in Wuhan City said the plan submitted by the East Star Group and ChinaEquity was unfeasible and failed to meet the conditions for a legal restructuring.     ChinaEquity, an investment company founded in 1999 in Beijing, had promised to invest 200 million to 300 million yuan (29 million to 44 million U.S. dollars) for the restructuring plan.     However, it did not specify the source of the funding and failed to provide certificates and documents, and lacked measures to protect creditors, the court said.     The court said East Star Airlines had no operating income in 2008, while ChinaEquity recorded 470,000 yuan in main business income and a 187,477-yuan deficit last year. The Intermediate People's Court in Wuhan heard the plan Tuesday.    East Star was founded in May 2005, making it China's fourth private carrier after Okay Airways, United Eagle Airlines and Spring Airlines. It operated more than 20 domestic passenger routes between key cities with a fleet of nine aircraft and held about 10 percent of the market share in Wuhan.     The airline, with a registered capital of 80 million yuan, was jointly owned by a tourist agency, a tourist investment company and a real estate firm, which all belonged to the East Star Group.     On March 13, the airline rejected a government-initiated take-over by the parent group of national flag carrier Air China.     Its operations were suspended by the industry regulator as of March 15, due to prolonged financial and management problems. Ltd lying on the tarmac, as a plane of another airway taking off overhead, at the Tianhe International Airport in Wuhan, central China's Hubei ProvinceThe order was issued by General Administration of Civil Aviation of China (CAAC)'s branch in charge of the country's central and southern areas after the Wuhan municipal government submitted an application for the suspension.    The bankruptcy proceedings were launched on March 30 at the request of six creditors, according to the Communications Commission of Wuhan City.     East Star Airlines announced last month that its total debt surpassed 752 million yuan.     General Electric's aircraft leasing arm, GE Commercial Aviation Services, one of the creditors, has taken back all nine aircraft it had leased to the airline.     State-owned Air China has recruited about 600 out of the more than 1,000 staff of East Star Airlines.     The global economic downturn reduced air travel severely, making last year a hard time for the airline industry.     The Chinese government injected billions of yuan into Air China, China Southern Airlines and China Eastern Airlines, the three major state-owned carriers, to help them ride out the downturn.     Wang Chaoyong, chairman of ChinaEquity, said private airlines had no access to bailouts.     Zhao Changbing, spokesman of East Star Airlines, said the government should protect the brand of the private business.     Zhao said the airline rejected the takeover by the parent of Air China because the offer was too low and it only covered the debts.

MACAO, Sept. 22 (Xinhua) -- Macao Special Administrative Region(SAR) Legislative Election General Auditing Committee announced the official results of the election of the fourth Legislative Assembly of Macao on Tuesday night.     In line with the Basic Law, the new legislature is composed of 29 seats including 12 directly-elected seats, 10 indirectly-elected seats, and seven others which will be appointed by the SAR's chief executive.     A total of 122 candidates from 16 groups contested in the direct elections, while the indirect elections did not take place since only 10 candidates have been fielded by the four constituencies involved for the 10 seats.     Eight of the 12 candidates who won the direct elections were veteran lawmakers that have served their terms in the legislature, which includes Kwan Tsui Hang, Chan Meng Kam, Ng Kuok Cheong, Angela Leong On Kei, Jose Maria Pereira Coutinho, Lee Chong Cheng, Ung Choi Kun, and Au Kam San were the winners of the direct elections, while Ho Ion Sang, Mak Soi Kun, Chan Wai Chi and Melinda Chan Mei Yi become the new faces in the legislature.     For the part of indirect elections, the list of winners comprises Ho Iat Seng, Kou Hoi In, Fong Chi Keong, and Cheang Chi Keong of the industrial, commercial and financial sector; Lau Cheok Va, Lam Heong Sang of labor sector; Chui Sai Cheong and Leonel Alberto Alves of professional sector; Vitor Cheung Lup Kwan and Chan Chak Mo of social, cultural, educational and sports sector.     The election of the fourth term of the Legislative Assembly of the Macao SAR officially started Sunday morning. The authorities delayed announcing the results of the legislative election because6,539 ballots were found to be spoiled, the SAR's Legislative Election Affairs committee said Monday.     Some 149,006 of the total 249,886 registered voters cast their ballots during the polling period, but 6,539 of these ballots were deemed as invalid, according to the SAR's Legislative Election Affairs Committee.     This year's voter turnout stood at 59.9 percent, compared with 58.39 percent in the previous legislative election in 2005.     The results of the legislative election still need to be submitted to the SAR's Court for final approval, and the confirmed results will be published on the SAR's Official Gazette on Sept. 30 at the latest.

"They were very thoughtful."     "I was also very happy to make friends with students from many other countries, such as Russia, Japan and Vietnam," six-grader Zhang Dapeng from Gansu's Wenxian County said. "I enjoyed learning different cultures from them."     On May 12, 2008, an 8.0-magnitude earthquake jolted Sichuan and neighboring Shaanxi and Gansu provinces, leaving more than 87,000 dead or missing and more than 370,000 injured.     Since 2008, two batches of more than 1,500 pupils from Sichuan, Gansu, and Shaanxi have been invited to recuperate in Russia. Last year, the first group of 1,018 students went to Russia for rehabilitation.

  

WASHINGTON, Oct. 4 (Xinhua) -- Former U.S. Secretary of State Henry Kissinger has congratulated the Chinese people on their "unbelievable accomplishments" over the past 60 years, saying that China's modern transformation is an "extraordinary historic event." "If anyone had predicted to me in 1971 what China looks like in2009, I would have thought he was dreaming... but you have made a reality out of these dreams, " Kissinger said in a recent interview with Xinhua at his New York office on the 60th anniversary of the founding of the People's Republic of China, which falls on Oct. 1.     Kissinger, who helped pave the way for the normalization of U.S.-China relations in 1979, said the 30-year-old bilateral relationship has grown remarkably. "In that sense, both sides really have to rebalance the relationship."     The United States needs to take into account the growing role China is playing, while China needs to adjust itself to assume bigger responsibilities, Kissinger said.     Meanwhile, cooperation remains a key solution to the global challenges, he added.     "The United States and China should have a very close relationship," Kissinger said. "They should constantly exchange ideas, so when they go into an international forum like the G20, they have parallel positions and can work together."     Energy and environment remain two major long-term challenges the world has to face, while nations worldwide have yet to coordinate in the globalized economic system, he said.     It is "the imperative of our time" that China and the United States cooperate on these global challenges, he said.     The Group of 20, or G20, should become an inclusive platform for international political and economic affairs for "the next few decades," he noted.
