SAN DIEGO (KGTV) — One of the deadliest, most destructive and most enormous fires ever to hit California struck 15 years ago Thursday just south of Ramona.The Cedar Fire was started by a lost hunter setting a signal fire. At the time, at least 11 other wildfires were burning in the region.What followed in the hours and days ahead would change San Diego County forever.The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire.The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found.The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response. SAN DIEGO (KGTV) -- Parts of Balboa Park reopened Friday after the COVID-19 pandemic forced closures in March.Park officials said the following areas would reopen: Central Mesa (El Prado, Plaza de Panama, Cabrillo Bridge, Pan American Plaza), all parking lots, Prado Restaurant, Tea Pavilion, and Visitors Center.Tim Lu and his daughter Matilda have been looking forward to a bike ride at the park for a long time.They live nearby and drove by regularly ever since the park closed. Week after week, all they saw were empty streets and sidewalks.When they got the news that parts of Balboa Park were going to reopen, Lu wanted to make sure they were there for the first day. And he wasn’t alone, as others showed up equally as happy to see the park reopen.Sarah Beckman, director of the Balboa Park Conservancy, said, “This is part of people’s daily routines. This is a neighborhood park. It’s also a global destination but our friends have been missing this for a long time now.”While at the park or the trails, San Diego County and city health orders are still in effect. They have signs posted around the property to remind you. You have to wear a mask, practice social distancing, and if you are sick stay home.A way of life, Lu says he doesn’t mind.“Things haven’t changed. We don’t have a vaccine. A cure. So even though things are opening up we want to keep our progress going and keep things open and not have to shut down again,” said Lu.As for museums, they will reopen on their own schedules. SAN DIEGO (KGTV) -- Neighbors in Ocean Beach are coming together to help raise money for the owner of ACE surfboards whose workshop went up in flames Tuesday afternoon. Albert Elliott's hand-shaped creations were well known in the San Diego area and news of the fire spread quickly. He believes the fire started after the battery on his electric bike ignited. Elliott says much of what was inside was one of a kind and irreplaceable. Although he did have insurance, he isn't sure what it will cover. A Gofundme account has been started to help Elliott and his wife try to rebuild. There is also a clean up at the Elliott's home set for Saturday August 10 at 11 a.m. 674

SAN DIEGO (KGTV) - Portable restrooms to combat the hepatitis A outbreak are being installed in downtown San Diego for the homeless.The City of San Diego is providing restrooms, hand-washing stations and security guards to stop the spread of the disease.The restrooms will be cleaned twice a day.RELATED: How to tell if you have hepatitis AKen Slusher, a homeless Navy veteran, has used the restrooms twice since the City installed them on C St. and First Ave.Slasher is concerned the restrooms won’t be around long.Despite the 24/7 security, Slusher said he found a needle on the floor during one of his trips to the restroom.RELATED: Los Angeles hepatitis A cases linked to San Diego outbreak“It was already used, the cap was off, the needle was exposed. SAN DIEGO (KGTV) -- One of the most anticipated panels of Comic-Con Day 2 was "The Walking Dead" Panel. Fans left Hall H with several surprises for the upcoming season. If you're a Comic-Con mega fan, patience is a vital part of the experience. Many slept on the grassy courtyard for hours, just to claim a seat inside the coveted Hall H. Fans say they can't get enough. "I've been a fan since the first season came out," Superfan, Marvin Calderon said. "I'm also a fan of the comic books."Calderon showed us his right arm. It is entirely covered with "The Walking Dead" themed tattoos, proving to us, his extreme loyalty to the show.Friday's panel featured the showrunner, Angela Kang, her executive producers, Robert Kirkman, Gale Anne Hurd, Dave Alpert, and Greg Nicotero, as well as cast members Norman Reedus, Danai Gurira, Melissa McBride, Jeffrey Dean Morgan, Avi Nash, Cooper Andrews, Ryan Hurst, Nadia Hilker, Eleanor Matsuura, and Cailey Fleming. This was 12-year-old Cailey Fleming's first Comic-Con experience, and she stole the show. Fans were impressed by her ability to handle the crowd and mingle with the cast."She is awesome," Calderon said about her. "The sheer fact that she doesn't seem to be scared of anything that the show can throw at her."Perhaps the biggest surprise was from Danai Gurira, who plays "Michonne." Fighting back tears, she announced her departure from the show, after Season 10."This has been one of the purest joys of my life to play this role, and to be amongst these people," Gurira said.
