WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. We should make concerted efforts and promote sound and steady growth of our relations," he said.     To do this, the minister proposed some guidelines which he believed could help advance China-U.S. relations in the coming years.     First, he said, both sides should adopt a strategic and long-term perspective and keep the relations on the right track.     China and the United States now have more common interests and a broader foundation of cooperation on a series of major and pressing issues facing today's world, according to the minister. The strategic significance and global influence of China-U.S. relations have further increased and their relations in the new era should be broader and deeper.     The minister believed that the two countries should work together in an all-around way to raise bilateral relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.     Second, Minister Yang said, both sides should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.     Over the years, he said, close communication and frequent exchanges between the two countries "have given a strong boost to the sustained, sound and steady growth of our relations."     He hoped that both sides will work together and launch proposed "China-U.S. Strategic and Economic Dialogues" mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, they will further enhance mutual trust and cooperation.     Third, according to the minister, both sides should expand mutually-beneficial cooperation and inject fresh impetus into the relations. U.S. President Barack Obama (R) meets with Chinese Foreign Minister Yang Jiechi at the White House, Washington, the United States, on March 12, 2009The priority for China and the United States at the moment, Yang said, is to tackle the international financial crisis through intensified cooperation and work together to maintain and promote world financial and economic stability.     He said China and the United States share important common interests with respect to climate change, energy and the environment and have broader prospects to cooperate in such fields as counter-terrorism, nonproliferation, military-to-military relations, science and technology, culture and health.     The fourth guideline, he believed, is that both sides should respect and accommodate each other's core interests and make every effort to minimize potential disruption and damage to the relations.     The minister urged the U.S. side to handle Taiwan-related issues prudently and properly and respect the Chinese people's position of upholding state sovereignty and territorial integrity on equal sensitive issues related to Tibet.     For the fifth, Minister Yang said that both sides should promote dialogue and exchanges between people of the two countries and build stronger public support for the relations.     "We will not forget that the ice in China-U.S. relations began to thaw with the mutual visits of our pingpong teams," he said.     "The tremendous progress made in our relations over the last 30years would not have been possible without the active involvement and support of people from all walks of life in both countries," he added.     "It is of particular importance to look ahead to the future and vigorously promote and support exchanges and cooperation between the young people, so that the cause of China-U.S. friendship will endure and prosper further, the minister stressed. Yang is here on a five-day working visit as a guest of U.S. Secretary of State Hillary Clinton.

LONDON, April 3 (Xinhua) -- As the curtain dropped on the G20 London summit, Chinese Commerce Minister Chen Deming on Friday reiterated China's opposition to protectionism and voiced support for cooperation.     "This summit has yielded a series of positive and pragmatic results for the international society to jointly tackle the current financial crisis," Chen said.     He said it included reaching broad consensus on stabilizing international financial markets, speeding up reform of the international financial system, actively pushing forward the Doha round talks, and opposing trade protectionism.     Chen said history and experiences have proved that protectionism will only drag the world economy into deeper recession. As the crisis is worsening, people have increasingly realized the necessity and urgency to reject protectionism, he said.     Chinese President Hu Jintao pointed out at the G20 summit that facing the impact of the international financial crisis, China will continue to stick to its opening-up and reform policy, and unswervingly adopt the mutually-beneficial and win-win strategy.     China will not turn to protectionism just because it is encountering some temporary difficulties during the process of economic development, he said.     What the world needs now, Chen said, is to adopt economic stimulus plans to jointly overcome the difficulties and to recover economies. At this critical time, people must be especially cautious about protectionism, preventing it from sabotaging all the efforts that the world has done so far, he said.     "China will act responsibly, seriously implement the agreements reached at the G20 summit, in efforts to push forward the world economy, as well promote the development of international trade," Chen said.     He proposed that the international community jointly maintain a fair and open international trade environment, protect the authority and seriousness of multilateral trade regulations, actively push forward the Doha round talks, and jointly resist protectionism.     Chen noted that despite all the anti-protectionism claims by many countries, protectionist measures are in fact making inroads since the outbreak of the financial crisis.     China supports the G20 agreement to extend the ban on protectionism until the end of 2010, however, it remains difficult to define protectionism and unreasonable trade restriction measures, Chen said.     All measures not allowed by the WTO are considered protectionist, and therefore should not be allowed to be implemented, he said.     Chen also raised concerns over the possible misuse of some measures permitted by the WTO, such as trade subsidy, and urged restraint.     The WTO members should try not to use, or use with discretion protectionist policies, so as to create a sound climate for promoting free trade, he said.     Currently, the WTO has established a monitoring mechanism, with periodical reports on its members' actions, a move conducive to curbing protectionism, Chen said.     Protectionism is on the rise since the crisis, but it still falls short of being rampant, which indicates the global multilateral trade rules remain effective to some extent, he said.     China supports the establishment of such a WTO supervision mechanism, he said.     China has firmly reiterated its opposition to protectionism, Chen said, noting that China's measures taken since the crisis are considered positive by both WTO Director General Pascal Lamy and EU Trade Commissioner Catherine Ashton.     China's economic stimulus measures complied with the WTO rules, he said.     Chen also said the Doha round trade talks are of great significance in promoting the development of the multilateral trade system and a successful deal would strongly promote global economic growth.     History over the past century has proved that trade grows faster than economy, and it is trade that pushes forward economic growth, he said.     Chen urged flexibility by major countries to push forward the Doha negotiations.     "With joint efforts by various parties, we remain optimistic about the outcome of the Doha round talks," he said.

GUILIN, (Guangxi), Feb. 14 (Xinhua) -- China will tighten water resources management and take measures to reduce waste to cope with worsening water shortage, Water Resources Minister Chen Lei said here Saturday.     Water shortage impelled us take into consideration of overall economic and social development and economical use of water resources to ensure sustainable economic and social development, Chen said at a national conference in Guilin, in southern Guangxi Zhuang Autonomous Region.     China is planning to reduce water consumption per unit of GDP to 125 cubic meters by 2020, down 60 percent from now, Chen said.     Water consumption averaged 229 cubic meters per 10,000 yuan worth of products, according to statistics provided by the Ministry of Water Resources (MWR) at the end of 2008. That figure was down 10 percent compared with the previous year.     Statistics released Saturday showed the country lacked 40 billion cubic meters of water every year, with almost two thirds of cities suffering various levels of water shortages.     More than 200 million rural people face drinking water shortages.     At the same time, farmland stricken by drought reached 230 million mu (15.3 million hectares) every year, nearly 13 percent of the total farming area.     The most severe drought in half a century, which is hitting China this spring, affected 111 million mu of crops so far, with 4.68 million people and 2.49 million livestock threatened by water shortages, according to official statistics from the State Flood Control and Drought Relief Headquarters.     "We must take strict measures to preserve water resources in the face of the severe lack of water worsened by factors such as overuse, pollution and drought ," Chen said.     The ministry also expected to increase 79.5 billion cubic meters of water resources by 2020 and secure water supplies for both urban and rural people.     Chen proposed reinforcement of laws and regulations on water allocation, consumption and preservation as a fundamental way to achieve this goal.

  

MANDALAY, March 28 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), visited China-funded projects in Myanmar and other industrial and educational facilities amidst his on-going visit.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, visited the Myanmar's 3G core network, which was built by China's ZTE Corporation, one of China's leading telecom equipment producers.     After listening to reports from both sides, Li said that information and communication industry played an important role in modern society. "I am glad to see the results you have already achieved and hope you can enhance strategic cooperation in the telecom field."     He also urged ZTE and other Chinese companies in Myanmar to transfer technologies to their partners, train local technical contingent for better serving the clients and the local society.     On Friday afternoon, Li visited Hlaing Thar Yar city of industry and listened to the briefing of local officials. He also visited a plastic pipe plant and a factory of traditional Myanmar medicines.     Early on Saturday, Li flew from Yangon to Mandalay, the country's second largest city, and visited Mandalay industrial training center. The center was set up with a grant of 30 million RMB (4.39million U.S. dollar) from the Chinese government. It was designed to train local technicians for automotive production and maintenance.     Myanmar is the second-leg of Li's four-nation tour which will also take him to the Republic of Korea and Japan. BEIJING, April 11 (Xinhua) -- China's foreign exchange reserves rose 16 percent year-on-year to 1.9537 trillion U.S. dollars by the end of March, said the People's Bank of China on Saturday.     It represents an increase of 7.7 billion dollars for the first quarter, but the increase was 146.2 billion dollars lower than the same period of last year.     Outstanding foreign currency loans stood at 235.2 billion U.S. dollars by the end of March, down 11.7 percent year on year.     In the first quarter, foreign currency loans dropped by 8.5 billion U.S. dollars. The decline was 57.3 billion U.S. dollars heavier over the same period of last year.     In March, foreign currency loans rose by 4.3 billion U.S. dollars. The increase was 6.4 billion U.S. dollars lower than the same period of last year.     Meanwhile, outstanding foreign currency deposits rose 28.9 percent, or 7.5 billion U.S. dollars, to 200.3 billion U.S. dollars in the first quarter. The increase was 13 billion U.S. dollars higher over the same period of last year.     In March alone, foreign currency deposits rose by 3.3 billion U.S. dollars. The increase was 1.8 billion U.S. dollars higher over the same month in 2008.     Analysts said the smaller growth of foreign exchange reserves in the first quarter was related with changes in the value of non-U.S.-dollar assets and money flows under the capital account.     In March alone, the foreign exchange reserves rose by 41.7 billion U.S. dollars. The increase was 6.7 billion U.S. dollars higher than the corresponding period of last year.     The country's foreign exchange reserves reduced to 1.914 trillion U.S. dollars at the end of January and 1.912 trillion U.S. dollars at the end of February.     "Changes of foreign exchange reserves in the first quarter were mainly driven by non-U.S.-dollar assets' volatile fluctuation," said Liu Yuhui, an economist with Chinese Academy of Social Sciences (CASS).     During the first quarter, especially the first two months, non-dollar foreign currencies dropped heavily against the U.S. dollar, leaving about 40 percent of the country's non-dollar assets depreciated.     Meanwhile, the country's trade surplus had reduced during the first quarter due to a weakening external demand.     Exports fell 17.5 percent in January, 25.7 percent in February and 17.1 percent in March. In February, trade surplus plummeted by34.3 billion U.S. dollars to 4.8 billion.     "The 7.7-billion-dollar increase in foreign exchange reserves for the first quarter showed the country's economy still depends heavily on external demand," said Mei Xinyu, an economist with the Ministry of Commerce (MOC).     Yuan Gangming, a researcher with the CASS, said the smaller increase in foreign exchange reserves might also be caused by capital flight.     Official statistics show during the first two months, the actually-utilized foreign direct investment dropped by 26.2 percent.     A large proportion of the country's foreign exchange reserves are invested in U.S. treasuries and notes. Last month, the U.S. Federal Reserve announced a plan to buy up to 300 billion U.S. dollars in long-term treasuries. That added to worries in the value stability of the country's foreign exchange reserves.     Mei said the slower growth in foreign exchange reserves could be conducive to the national economic security because less capital would be exposed to devaluation risks.     "The top priority should be to keep the value of foreign exchange reserves stable," said Yuan. He suggested relevant authorities should keep a close eye on flows of foreign reserves and prevent a similar capital flight that happened after the Asian financial crisis.
