(KGTV) — In San Ysidro, a popular Mexican restaurant is serving up a big discount amid the ban on on-site dining.Customers at El Rincon restaurant are greeted with a banner hanging from the roof announcing a 50 percent restaurant-wide discount.After coronavirus concerns led to a ban on dining in throughout San Diego County, owners of the family-run restaurant decided to go with a steep discount.RELATED: Grocery stores with hours for seniors amid coronavirus pandemic"We are just happy to see these happy faces in this moment," said manager Silvana Alamiz.Alamiz says business remain down about 60 percent to 70 percent, and they may end up losing money by staying open and offering the discount. But Alamiz is determined to do her part."We will not be making any money. Our goal is to break even. (KGTV) — Cal State San Marcos police are warning students and community members after a stranger was caught touching himself in front of two women.The incident occurred Monday at about 5 p.m. at the campus' Mangrum Track and Field facility, the college said. Two females who weren't students arrived to work out and saw a man near the pedestrian entrance water fountain. As the two women were walking on the track, the man reportedly made a comment to them and that's when they noticed he was committing the lewd act.The women immediately reported the incident to campus police. The man was last seen riding his bicycle up the pedestrian ramp and then west on Craven Road toward parking lot XYZ.The man is described as in his mid-30s, about 5' 8" tall. with a bald or shaven head and thin build. He was last seen wearing blue jeans, tan work boots, a yellow reflective vest, and a black jacket.Anyone with information is asked to call university police at 760-750-4567.Anyone on campus who believes they have witnessed a crime is urged to call 911. SANTEE, Calif. (CNS) - A San Diego County Sheriff's Department employee was behind bars Thursday morning on suspicion of burglary and identity theft, authorities said.Estella Velez, a 54-year-old licensed vocational nurse at the Vista Detention Facility, and her alleged accomplice, 44-year-old Raul Rios, were taken into custody Wednesday, sheriff's Lt. Nancy Blanco said.The pair is suspected of stealing a woman's purse in the 5500 block of Mission Road in Bonsall on July 10, then using the victim's credit card at several locations in North County, Blanco said.Rios and Velez were also seen on video surveillance in two attempted commercial burglaries in the 1700 block of East Vista Way in Vista on July 21 and 23, the lieutenant said.Velez was booked into the Las Colinas Detention and Reentry Facility in Santee and Rios was booked into San Diego Central Jail, according to jail records. They both face multiple felony counts of burglary, conspiracy and theft.Velez was being held in lieu of 5,000 bail pending arraignment, scheduled for Aug. 14. Rios was being held in lieu of 0,000 bail and his arraignment was also set for Aug. 14. 1156

  

SANTEE, Calif. (KGTV) -- A broken water main damaged a Santee street and flooded at least one nearby business early Friday morning.At around 3:45 a.m., authorities were called to Prospect Avenue and Cuyamaca Street in response to a water coming out of the roadway.The water blasted out of the street and flooded an auto repair business. At least six vehicles were partially submerged due to the rising water.By 4:15 a.m., authorities were able to shut off the water and begin road repairs.A city official said they believe the overnight temperature change may have caused the water main break.ABC 10News learned repairs are expected to last throughout the day.The public is asked to avoid the area of Prospect Avenue and Cuyamaca Street, as lanes have been closed. 772
