BEIJING, Nov. 2 (Xinhua) -- Chinese companies' overseas investment rose 10.4 percent year on year in the first nine months even as global investment as a whole dropped sharply over the period, a senior Chinese official said Tuesday.Chinese companies invested 36.3 billion U.S. dollars overseas in the first three quarters, excluding investments in financial sectors, as other other companies, hit by the global downturn, reduced overseas investment, Zhang Xiaoqiang, vice chairman of the National Development and Reform Commission, China's top economic planning agency, said at the opening of the 2nd China Overseas Investment Fair in Beijing.China has emerged as a major source of foreign direct investment (FDI) outflows.Although global FDI outflows dropped 40 percent year on year in 2009, China's overseas investments rose 14.2 percent year on year to 47.8 billion U.S. dollars, said Zhang.By the end of 2009, more than 12,000 Chinese firms had set up 13,000 overseas enterprises in 170 countries and regions, he said.The National Development and Reform Commission approved the two-day Second China Overseas Investment Fair, which the China Industrial Overseas Development and Planning Association (CIODPA) and China Development Bank are co-hosting.Representatives of government, multinational companies, international organizations and financial institutions from more than 120 countries gathered at the trade fair to persuade Chinese investors to invest overseas.

The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization.He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. BEIJING, Oct. 13 (Xinhua) -- Chinese Vice Premier Wang Qishan Wednesday held phone talks with U.S. Commerce Secretary Gary Faye Locke and Trade Representative Ron Kirk to discuss expansion of China-U.S trade cooperation.Wang and Locke, who is also co-chair of the China-U.S Joint Commission on Commerce and Trade (JCCT), agreed to enhance the exchange of opinions between two countries and expansion of bilateral cooperation, to ensure the upcoming 21st JCCT would be able to make positive achievements, and contribute to promoting sound and stable development of the China-U.S relationship.The JCCT was established in 1983 as a platform for the two countries to promote trade relations and address issues of mutual concern. The 20th JCCT was held in east China's Hangzhou City on Oct. 28-29, 2009.

BEIJING, Sept. 19 (Xinhua) - Chinese police freed 10,621 women and 5,896 children who had been abducted for human trafficking as of September 6,since the Ministry of Public Security launched a crackdown on trafficking the crime in April last year.In the campaign, police nationwide apprehended 2,398 human trafficking gangs and handled 13,500 such cases, said the ministry in a statement on Sunday.Further, the police put 15,673 suspects under criminal detention and handed out administrative penalties on 1,518 people, it said.In addition to the tough crackdown, the police have stepped up measures to return the children who have been trafficked to their biological parents, including building a database that collects the DNA of those children who may have fallen victims to human trafficking and their parents.The database had helped 813 children to find their biological parentsthrough DNA matching.
