SAN DIEGO (KGTV) - The city is running behind on a project to restore an iconic bridge that borders Hillcrest and North Park.Now, people in the area are growing frustrated at the construction on the Georgia St. bridge that's causing traffic delays and drivers to use surrounding neighborhoods as shortcuts."Traffic is very very bad because of te bridge, and I have to go around to buy stuff for my shop, and it's taking me longer to get where I want to go," said Milan Misic, who lives in the area and owns the Balboa Perk coffee and antique shop. The city is restoring the 103-year-old bridge so it can withstand an earthquake. The city broke ground on the million project in July 2016, saying it would take a year. SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. SAN DIEGO (KGTV) - The city of San Diego has a long to-do list when it comes to improving their Bridge homeless shelters. On Saturday morning, 300 people moved into the new Alpha Project bridge shelter in East Village, after the facility was flooded on December 6th. But for all of those residents, their stay is temporary. “This exists for one reason. To help people get back onto their feet. To help them get that apartment, and get that job,” Mayor Kevin Faulconer said while pointing at the mended Alpha Project tent.After contaminated flood water inundated the area, the city scrambled for a week to reopen the shelter. For nine days, residents spent their nights at SDCCU stadium. Once the East Village facility was sterilized and fixed, residents were bused back and moved into their bunks Saturday morning. But the city faces several other challenges. According to FEMA, the improved Alpha Project tent housing sits directly on top of a floodplain. Instead of rebuilding on a lower-risk area, the city decided to rehouse 325 residents in the same spot. SAN DIEGO (KGTV) - The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aide, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. "[Provide] basic human kindness, and," LaPointe said as she sighed heavily, "I am so grateful to be able to do that to extend that kindness and I would like to extend that kindness to more people." 1347
