In the wake of an increase of high-profile school shootings and seemingly round-the-clock news coverage of gun violence, some students are preparing for school in ways their parents never were: bulletproof backpacks.Companies that sell products that offer increased protection from gunfire say they have seen an uptick in sales. That includes Bulletsafe, a Troy, Mich.-based company that sells a panel that can be inserted into most backpacks for added protection.“I think its main use is for people to sleep better at night,” Tom Nardone of Bulletsafe said. “Honestly, I don’t believe they need one right now,” he said. “I think most the people who are buying them are buying them because a parent is afraid.”Nardone’s product is marketed as a notebook-sized bulletproof backpack panel capable of stopping all handgun rounds up to a .44 magnum.He’s the first to admit that the likelihood that your child is near your backpack at the exact moment a shooting happens is slim. Still, parents are buying them with hopes that it’s an added layer of protection in that worst-case scenario.“I’m a dad, too,” Nardone said. “I don’t want to live in a world where my kid needs a bulletproof backpack.”Scripps station WXYZ in Detroit test a backpack with the Bulletsafe backpack panel inside it, and true to its promotion, it stopped rounds from both a 9mm and a .45 magnum.When tested with a higher-powered rifle outside of the specs that the panel is graded to stop, the bullet unsurprisingly penetrated the panel.While the thought of a school shooting may seem unrealistic to some, the reality is that Michigan holds the unwanted distinction as the No. 1 school on the “State of Concern” report released this week by the Educator’s School Safety Network.The report described that during the 2017-2018 school year, more than half of all school-based threats and incidents of violence occurred in 10 states.Michigan tops the list because of a gigantic spike in school threats.The problem became more visible after the Parkland, Florida school shooting. Accoeding ot the Macomb County prosecutor's office, 60 juveniles and 12 young adults were charged with felonies in connection with school threat cases.“There is zero tolerance for that behavior,” Derek Miller, the chief of operations for the Macomb County Prosecutor’s Office said. “You’re dealing with school safety, faculty safety, these copy-cat threats and threats to children will never be tolerated by Eric Smith, or this office.”While the uptick in threats occurred following the Parkland shooting, experts note that Michigan was already trending up in the sheer number of threats before that shooting.Amanda Klinger, the director of operations for the Educator’s School Safety Network, says that more needs to be done.“Educators are really feeling the sting of this,” Klinger said. “This pull on their time, resources and interruption to instruction.”The data collected by ESSN showed that Michigan averages roughly 20 threats per 1 million students. A number of states average less than a dozen threats, some less than 5.While the data doesn’t explain why threats are increasing, it does shine a light on the discussion. Inmates in Iowa's correctional system are suing the state to strike down a recently passed law that has banned pornography in prison, CNN affiliate KCCI reported. Iowa attempted to pass a similar law 30 years ago, but a federal judge struck the law down for being too vague. One expert told KCCI that the new law is more specific, and will likely withstand judicial review. "Prisoners generally have rights to access -- absent some incredibly dangerous person -- (including) reading materials," Drake University Constitutional Law Center Director Mark Kende. "And they have constitutional rights, even though they're in prison, the rights are diminished, but they have them."The law eliminates both viewing porn within individual jail cells, and in pornography reading rooms. Among the lawsuit, 58 inmates have joined the lawsuit, and are also asking the state to pay them ,000 each in damages.  931

It's likely that a Sacramento sheriff's deputy who struck a protester with a patrol SUV Saturday night didn't realize he had hit someone, Sheriff Scott Jones said during a press conference Monday.The patrol SUV struck a woman as she and others gathered in the street to denounce the killing of Stephon Clark, then left the scene, according to video of the incident. The woman suffered minor injuries and was taken to a hospital, according to the Sacramento County Sheriff's Department."I haven't spoken to the officer about the incident, I'm not even sure that his statement has been taken," Jones said, adding that there has been no change to the deputy's duties at this point during this investigation. In the midst of a political battle over funding for the United States Postal Service, it appears the Department of Veterans Affairs has been looking into alternative delivery services.A veterans group called Disabled Vets of America posted a statement to their website explaining the situation, after they had approached the VA about concerns their members had shared.“The VA has now confirmed to us that the United States Postal Service (USPS), which is responsible for delivering about 90% of all VA mail order prescriptions, has indeed been delayed in delivering these critical medications by an average of almost 25% over the past year, with many locations experiencing much more significant delays,” the statement posted to the DAV’s website states.The VA acknowledged it was looking into delivery services outside the USPS in an email exchange with the DAV, according to CNN.“To help mitigate these postal delays, the VA has been forced to switch to alternative delivery services in a number of areas across the country and is taking other actions to expedite processing and delivery of prescriptions,” the statement from DAV reads.The VA has had an increase in demand for mail-order prescriptions during the coronavirus pandemic, they told CNN. Explaining that the VA has always used a “variety of prescription delivery methods to ensure timely delivery.”Spokesperson Christina Noel said they monitor prescription delivery times throughout the country. 1467
