SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN DIEGO, CA (KGTV) The two-year-old twin girls who were in a truck that sped off of Sunset Cliffs Saturday are recovering.That’s according to a family friend who started a GoFundMe campaign to help the twins’ mother with any expenses related to the crash.“She’s a great mother, she’s sticking strong through all of this, the girls are doing good,” said family friend Adrianna Lopez. “Money should be the last thing she needs to worry about, it’s just about keeping herself sane through all of this, her kids their health, mental, physical, everything.”Lopez and a family member tell 10News the girls are now stable. She said the twins just turned two years old in May.On Saturday, the toddlers were riding in a truck that San Diego Police say was driven by their father.Officers were warned to be on the lookout for a suicidal man threatening to drive off of the Coronado Bridge.Cellphone GPS data located the father, now identified as 47-year-old Robert Brians, at Sunset Cliffs.SDPD K9 Officer Jonathan Wiese was close by and jumped into action after the truck went over the cliffside.He and other first responders were able to save the twins and Brians.“The action that the first responders did, we’re just forever grateful, forever grateful,” said Lopez.Brians was arrested for two counts of attempted murder, two counts of kidnapping, one count of burglary, and two counts of child cruelty.The San Diego District Attorney’s office said is has until Wednesday to make a filing decision. San Diego (KGTV)- Thousands of students around the world walked out of their classrooms this morning and are taking a stand to help end climate change. Its a part of the “Youth Strike 4 Climate.” Hundreds of students from High Tech High School joined the international fight. Teens say they want a healthy environment for years to come. “This is everyone’s fight, everyone as a community. It's so important that we do something now,” says student Hailey Baiz. The teems say the movement is to let government leaders know that something needs to be done to curb global warming and cut gas emissions. Students at High Tech High say they’ve already reduced their carbon footprint and they want adults to follow their lead. “It is affecting all of us, and I feel that if we go to city hall, we’ll make our voices be heard,” says Frida Sanchez. As part of the international protest, teens are hoping to grab the attention of leaders at their local city halls. 962

SAN DIEGO (KGTV)  - A Marine was found dead Monday afternoon at the armory of Marine Corps Air Station Miramar, according to military officials.The Marine had suffered a gunshot wound. No foul play is suspected, according to the U.S. Marine Corps.Military officials did not announce whether the incident was a suicide or accidental firing.The Marine’s identity has not been released. He or she was assigned to the 3rd Marine Aircraft Wing.The MCAS Miramar Provost Marshal Office and MCAS Miramar Fire Department responded to the scene and are investigating the death. 580

San Diego Unified School Board president and math teacher Kevin Beiser will introduce a resolution at Tuesday night's meeting demanding action from state and federal lawmakers pass stricter gun control laws."It's an opportunity for us parents students and teachers to speak in unison and call on our elected officials to do what we know is right and implement reasonable gun reform now, said Beiser ahead of the meeting. The board did something similar after the Sandy Hook school shooting back in 2012 but Beiser thinks it's worth stating again. And although it's not included in the resolution, Beiser expects the issue of arming teachers to come up at the meeting.Last week President Trump said he favored arming teachers to protect students. 763
