BEIJING (AP) — The prospects for a preliminary breakthrough in the U.S.-China trade war improved Thursday after the two sides agreed to reduce some punitive tariffs on each other's goods, though the full extent of the rollback wasn't clear.A Chinese spokesman announced the development Thursday as talks on ending the trade war progressed, and it triggered a rally in U.S. stock markets.A U.S. private sector analyst with knowledge of the talks said there are still deliberations in the White House about how far to roll back the duties and what steps China must take before the reductions would occur. "The signals that are coming out are moving in the right direction for a deal."The two sides are aiming to finalize the agreement by the end of next week, the private sector official said. BERLIN, Pa. -- A National Guardsman is accused of making threats to kill Vice President Mike Pence before his visit to Pennsylvania for the annual observance of the Flight 93 crash. William Robert Dunbar, 22, of Berlin, Pennsylvania was charged Saturday with disorderly conduct and terroristic threats.According to a criminal complaint filed against Dunbar, he was on duty at the U.S. Army National Guard Training center in Richland Township when he said, “If someone pays me enough money, I will kill the vice president.”Witnesses said they contacted commanding officers after they heard Dunbar threaten to "kill" or "murder" the vice president on at least two separate occasions. The witnesses told police they were "fearful" of the threats Dunbar made and contacted their commanding officer immediately. Police said Dunbar was taken to Conemaugh Memorial Medical Center for evaluation and then released into the custody of Richland Police. Brothers Erik and Lyle Menendez, who were convicted of the 1989 murder of their parents, are together again and housed at the same California state prison.Terry Thornton, spokeswoman for the California Department of Corrections and Rehabilitation, said Lyle Menendez was transferred to the Richard J. Donovan Correctional Facility in San Diego on February 22 and was moved Wednesday into the same housing unit as Erik Menendez.The move was made after a transfer request from Lyle Menendez. He previously had been held at Mule Creek State Prison in Northern California, Thornton said.The prison board found no reason that the brothers could not be housed together.Lyle Menendez, 50, and Erik Menendez, 47, have been imprisoned since July 1996, after a much-publicized trial. BUFFALO, N.Y. — Newly-released body camera footage shows a New York Supreme Court justice admitting to shoving a police officer, repeatedly stating that he has family ties to the Buffalo police force and even invoking a friendship with Mayor Byron W. Brown as he sought lenient treatment for himself and his wife during an incident in June.The footage was released after Scripps station WKBW in Buffalo reported in June that State Supreme Court Justice Mark J. Grisanti was under police investigation over a street brawl between the justice, his wife and their North Buffalo neighbors. Grisanti and his wife were both handcuffed and placed in the back of police cars, but officials announced in July that they would not be facing charges.In the body camera footage, Grisanti repeatedly states that his daughter and son-in-law are police officers, as does his wife, Maria Grisanti.“Ma'am, if you don't stop yelling, this is gonna be a problem for you,” a Buffalo police officer told Grisanti's wife, Maria, as she was yelling at her neighbors across the street.“I don’t care,” Maria Grisanti yelled back.The officer then crossed the street and attempted to put Maria Grisanti in handcuffs. That's when her husband began shouting at the officer. He feels bad about the whole incident.”This is not the first time an altercation involving Grisanti and his wife has spilled out into public view.Grisanti was injured in a 2012 scuffle at the Seneca Niagara Casino in Niagara Falls in which he said he and his wife were attacked and beaten during a confrontation with members of the Seneca Nation of Indians. He was a state senator at the time.Grisanti, a Republican, lost his senate seat in 2014 but was appointed to a Court of Claims judgeship by Gov. Andrew Cuomo in 2015.
