"We have sanitizers on every floor, every piece of equipment that's available we have throughout the building to take care of team members and hotel guests," Birmele said Common areas will be sanitized every hour, the restaurant and rooftop bar will be spaced out to make it easier to social distance, valet service won't be available, there will be at least 12 hours and a deep clean between when one person checks out and another checks in and room service will leave orders at the door instead of bringing them in. The Carte is hoping to ease people back into hotels by encouraging "staycations" and planning to offer locals discounts and deals. "How people react, I don't know. I think time will tell. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. Although these trends are starting to lose their edge, it is far too soon to call it a buyers market,” Terrazas said. 1789

SAN DIEGO (KGTV) — Ten people were arrested in a suspected smuggling incident after border officials stopped a boat off the coast of Coronado this week.U.S. Customs and Border Protection Air and Marine agents say a boat was spotted just west of Coronado at about 1:30 a.m. on Wednesday. Agents said the vessel was traveling from Mexican waters into U.S. territory.A crew was sent out to stop the suspected smuggling boat and 10 people were found aboard. The boat had been traveling without lights on and was spray painted black, according to agents.The individuals on the boat, all male Mexican citizens ages 18 to 55, were taken back to shore and turned over to Border Patrol, CBP said."It’s dangerous to travel on a crowded boat, out at sea, with no lights, and these smugglers took the added step of spray-painting the hull black so they would be difficult to spot at night," said Christopher Hunter, Deputy Director of Marine Operations for CBP in San Diego. "Smuggling organizations aren’t considering anyone’s safety when these make these illegal attempts, only what profits they can try to make."The 10 men were due to be returned to Mexico, CBP said. 1166

  

SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) — Sunday, San Diego County health officials reported 568 new coronavirus cases and three new community outbreaks, including one at a preschool.The county's new cases were out of 8,943 reported tests, a 6% positive rate, and brought the region's total to 23,682 cases.The three new community outbreaks were reported in a restaurant/bar, in a manufacturing facility, and in a preschool, the county said. In the past week, the county has reported 16 community outbreaks — more than double the trigger of seven community outbreaks in seven days.SAN DIEGO COVID-19 CASE TRACKERThe county has said in the past it will not report where the community outbreaks are located, but says that in the past week there have been outbreaks reported:7/12: 07/13: 37/14: 47/15: 17/16: 27/17: 37/18: 3The three outbreaks reported on July 17 included one in a restaurant/bar, one in a gym, and one in a government setting; and the two on July 17 were both restaurants, according to the county.No new deaths from the virus were reported on Sunday, keeping the county's death toll at 478.Out of the county's cases, 9.3% have needed hospitalization. The county adds that 2.4% of all cases and 25.9% of hospitalized cases had ended up in the ICU.The county continues to fall short on case rate (157.2) and case investigation (7%) triggers.
