SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) - Surveillance video shows burglars ransacking a Pacific Beach brewpub hit hard by the pandemic.Just past 6 p.m Thursday, while food and craft beer were being served up at the second-story Amplified Ale Works restaurant, a masked man was recorded while inside the first-floor office and shuttered music venue.A mangled door revealed the intruder's entry point."Looks like he used a crowbar on the back door," said owner Alex Pierson.Inside, he's seen rummaging through drawers, grabbing headphones and some other items before leaving. Pierson says the burglar returned hours later, and he wasn't alone."When they came back at 10:30 p.m., they ransacked everything," said Pierson.For some 40 minutes, three men are seen helping themselves to whatever they wanted, filling up box after box.In one clip, one of the thieves is seen sorting through paperwork. Several blank checks were found missing."It's that feeling of violation. It hurt. Also took several employees' bikes, several guitars, amps, eight cases of beer, merchandise and some other electronics," said Pierson.For Pierson, the burglary is beyond disheartening."We're doing everything we can to keep our employees employed ... a 'being kicked while you're down' feeling," said Pierson.Pierson says the impact of the pandemic has cut revenues for the eight-year-old brewpub in half. The loss from the theft is more than ,000."In the end, it's not going to break us, but we're at such a point of breaking, as it is," said Pierson.Pierson fears others have also felt the hurt. Four million Southern Californians were expected to travel over Thanksgiving, despite warnings against travel because of the pandemic. The CDC advised people not to travel, asking them to stay home, to avoid further spread of COVID-19. Doctors worry about the effects of this weekend's travel will be seen in a few weeks from now, with a surge of cases. SAN DIEGO (KGTV) -- The Chicano Federation is once again calling on San Diego County officials to do more to help curb the high numbers of COVID-19 among Latinos. On Wednesday, the organization released a statement regarding county numbers breaking down the number of contact tracing hires by ethnicity. Of the county's recent hires, 144 are Latino or Hispanic, that makes up 25.5% of the hires. Chicano Federation President and CEO Nancy Maldonado said county officials had told them they would hire people from within the community, that spoke Spanish, to serve as contact tracers. However, in Wednesday's statement, Maldonado said, "They lied." Maldonado has been an outspoken critic of the county and their response to how COVID-19 is disproportionately affecting Latinos. Data from the county shows there are roughly 34% of Latinos in the county, but they make up 61% of the positive cases. During Wednesday's county press conference, Supervisors Greg Cox and Nathan Fletcher each addressed the concerns. Fletcher said the county's goal is to have contact tracers who match not only the demographics of the population, but also the demographics of the positive cases. Fletcher added that they are doing outreach to get more applicants and also more Spanish speakers. Maldonado told 10News she is confident the county will get it done, but says she wants to see more action, instead of hearing about plans for what they are going to do. 1449
