The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife. SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. SAN DIEGO (KGTV) - A reward was offered Tuesday to find a woman suspected of opening several credit card accounts at stores in Lemon Grove and College Grove with a stolen identity.The crime spree started July 12, according to San Diego County Crime Stoppers. The woman successfully opened accounts at several stores but failed on other attempts.More than ,000 was charged before the accounts were closed.The victim contacted the San Diego Police Department upon learning the accounts were being opened. He or she did not know how the suspect gained access to private information.Investigators say the woman is African-American, blonde, and between 25 and 35 years old.Anyone with information is asked to call Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) — A man under arrest was hospitalized Sunday night after San Diego Police said he slipped out of his handcuffs and got a hold of an officer's gun, leading to an officer-involved shooting at the department's downtown headquarters.According to police, a 25-year-old Hispanic man was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel. A hotel security guard reported the man was “acting strange” and threatening others.Officers took the man to SDPD headquarters on 1401 Broadway, but just after 8 p.m. police said the man somehow freed himself from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said it was in the cargo area were the man located an officer’s backpack that contained a backup handgun.Officers went to check on the arrestee after hearing noise and saw that he was still in the vehicle but armed with a gun. Officers drew their weapons but backed up from the car.Police said, “Officers gave the male commands to drop the weapon, but he refused to do so. The male fired at least one round from the handgun.”The officers felt threatened at that point, prompting them to fire at least one round, hitting the man at least once in the torso.According to police, “The male reached out the car window, opened the door and exited the patrol vehicle. He was still armed with the handgun and would not comply with officers’ directions. The male tried to open both the rear cargo compartment and the driver’s door of the patrol vehicle, despite officers’ orders to stop. Because he still posed a threat, a Police Service Dog was deployed on the male. The canine bit the male and officers were able to approach and subdue him. The male was still armed with the handgun at the time of his arrest.”After officers provided aid to the man at the scene, he was taken to the hospital with non-life threatening injuries, according to police.SDPD’s Homicide Unit is investigating the officer-involved shooting.Police stated the following information in a news release:“The names of the officers involved in this incident are not being released at this time, but they have been with the department for 8 years, 6 years and 10 months, respectively.The investigation and review process for an officer-involved shooting is extremely thorough. When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations.
