He recently signed an executive order to urge state lawmakers to act to curb youth vaping.Hickenlooper is asking them to raise the minimum age to buy e-cigarettes to 21 and to consider banning flavored tobacco."It is right now, one in four teenagers in Colorado that are vaping," Hickenlooper told students at a packed auditorium at South High School."It is becoming a huge national problem and it's even bigger locally," said Dr. Megan Moini, a pediatrician at Centura Health in Erie.Moini is on the front lines of the vaping debate and said she has seen more and more teens get addicted to vaping."Boulder County, for example, has about three times the national average of vaping use among high schoolers," she said.Moini also said she thinks it's time for the state to crackdown and believes teens are being fooled into thinking vaping is safe and natural."Hopefully, we're getting a hold of it sooner than we did with cigarettes," she said. "The advertisers know what they're doing."Justin Zamora is a daily vape user and is also an employee at a local vape shop."I don't think it's fair because this is helping more people than it's hurting," he said.From Zamora's perspective, underage vaping is like underage anything."I hate it because it's just like they're scrutinizing our industry when there's underage drinkers, there's underage weed smokers, there's underage tobacco smokers," he explained.Zamora also said he has seen firsthand how vaping can help customers kick their cigarette habit."I've had customers come in reeking of cigarettes and then a couple weeks later they smell like vape coming in and they're like 'hey man' 'thank you'," he said.The Colorado Department of Public Health and Environment released results of the Colorado Healthy Kids Survey earlier this year, which showed Colorado ranked the highest for youth vaping out of 37 states surveyed across the United States.According to the survey, only 7 percent of high school students currently smoke cigarettes, while 27 percent said they vape nicotine. The statewide school survey shows 87 percent of Colorado high school students think cigarette smoking is risky, but only 50 percent believe those risks apply to vaping nicotine.The CDPHE said a separate, more comprehensive state survey shows about half of Colorado high school students have tried vaping nicotine, don’t see it as risky and think vaping products are easy to get, even though it is illegal to purchase them as minors.While no one seems to argue, teen vaping is a problem. DENVER – The man accused of killing 26 people and wounding 20 others at a Texas church on Sunday bought two weapons in Colorado and at one point was charged with animal cruelty in Colorado Springs for beating and dragging his dog.Devin Patrick Kelley, 26, was living at a trailer park in Colorado Springs in 2014, according to state voter registration records.In August 2014, he was charged with animal cruelty – neglect or mistreatment. According to a police report from the El Paso County Sheriff’s Office, a woman called deputies just after 10 p.m. to report a Husky puppy running through the Fountain Creek RV Park, where Kelley was staying at the time.The woman reported that she had seen a man, later identified as Kelly, jump on the dog and punch it in its head and neck several times. Another man reported Kelley was yelling at the dog while hitting it, and that the dog was “yelping and whining.” Two others corroborated the story.“She stated she witnessed four to five punches and then the male suspect grabbed the dog by the neck and drug him away,” the report says.The witness said Kelley drug the dog back to a camper at lot 60, which is where Kelley was staying. When deputies went to the door of the camper, Kelley refused to come out and speak to officers, or to show them the dog.After some time, Kelley agreed to come out and talk to deputies, according to the report. One deputy said the dog appeared underweight, and a sergeant got Kelley to tell him he chased after the dog when it wouldn’t obey his commands not to run away.He further told deputies that he had jumped on top of his dog because “it was acting aggressive to another dog,” but denied beating the dog or dragging it back to the camper.Kelley was placed in a patrol vehicle and issued a summons in the case. The dog was taken by a deputy to the Veterinary Specialty Center in El Paso County and was to receive veterinary care, according to the report.The Fountain Creek RV Park told Denver-based KMGH on Sunday it did not recognize his name, nor did it keep electronic records of who had stayed there.Court records show that Kelley was also charged with failing to signal and speeding two months later, in October 2014. A day before Christmas of that year, he pleaded guilty to failing to signal, and was ordered to pay a 5 fine. The speeding charge was amended.Kelley received a deferred sentence in the case of 18 months of unsupervised probation. DEL MAR, Calif. (KGTV) - For the past five days, five shark sightings have been reported off North San Diego County beaches, Del Mar lifeguards tell 10News. A juvenile shark, about 5 feet long, was spotted Friday afternoon. It did not show signs of aggressive behavior, lifeguards said. The water was not cleared of swimmers and surfers. Del Mar’s shark sightings started Monday and have continued every day this week. Sighting locations include 15th and 29th streets, City of Del Mar officials reported. Drew Pierce, who went to Del Mar to avoid triple-digit heat in Temecula, was in the water Wednesday when he saw several 3-4 foot long sharks.
