SAN MARCOS, Calif. (KGTV) — San Marcos City Council leaders Tuesday approved a temporary moratorium against evictions during the coronavirus pandemic.Under the measure, landlords will not be able to evict tenants who have experienced personal or business income loss caused by layoffs or loss of hours, or out-of-pocket medical expenses due to the COVID-19. The measure is in place until May 31, 2020.RELATED: San Diego City Council puts stop on evictions during coronavirus pandemicCity leaders say the measure does not mean tenants are not responsible for paying any owed rent to their landlord. Rent can be deferred until after May 31.The city says that tenants affected by COVID-19 should notify their landlords within 30 days of their rent being due of their financial hardship due to the virus.RELATED: White House, Congress agree on trillion virus rescue billTenants who are eligible and are still being threatened with eviction can contact the city through its "report a concern" button on its website here."Please avoid this situation and work proactively with your tenants; in these difficult times it is important to work together to come to a mutually acceptable alternative payment schedule," a city release said. 1237

SARASOTA, Fla. -- A Florida family is relieved their 4-year-old daughter is still alive days after she swallowed water in the family's swimming pool while playing with a pool noodle.Elianna Grace has been fighting an infection ever since."Were you scared?" Lacey Grace asked her daughter. "No, she wasn’t scared she was super, super, super brave!"Even after Elianna was hooked up to IVs, oxygen tanks and a nebulizer this week, fighting an infection caused by the chemicals in her family pool."It was just a fun game. You know, when somebody would go by her or swim by her she would take the noodle and pretend like she wasn’t looking and she would shoot water at them," said Grace. "Then somebody wanted to do it back to her and didn’t realize that she was already on the other end of it."Water was blown down her throat. She threw it up right away and started acting normal."I wouldn’t have known about it if that one person didn’t write that story," said Grace, referring to the story about a 4-year-old Texas boy who died last year after dry drowning.Lacey recalled that article right after the incident. Two days later, Elianna developed a fever and by the next day her skin had turned purple. She knew something was wrong."I called my husband and I was crying and I said you know they said to get her to the nearest ER as quick as you can," said Grace. The water at some point seeped into Elianna's lungs and she was slowly dry drowning. Grace says because of this little boy's parents and their story, her daughter is alive."Being a mom is hard work, but I read every article I can as much as I can about being a parent just to be ready if something like this happens," Grace said. She encourages other parents to do the same. 1754

SAN YSIDRO, Calif. (KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire. The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana. There was no word on whether the incident captured on video led to an arrest. The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. The Army Police will help with security.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  1069

SAN FRANCISCO (AP) — Two girls who were lost in a dense Northern California forest for nearly two days say they survived frigid nights by huddling under a tree branch and a huckleberry bush and by thinking "happy thoughts."Leia Carrico, 8, and her 5-year-old sister Caroline, said in an interview Monday they went on a hike last Friday past a marker that their parents told them not to pass because they wanted an adventure but lost their way home."I just wanted a little more adventure, I said to go a little farther," Caroline said.Leia said her sister cried the entire first night and she told her to think happy thoughts as they huddled under a tree branch close to the ground."I thought of going to the park with mommy and daddy. I thought of going to the ocean. I thought of everything I remembered, but it didn't work," Caroline said.Leia kept watch both nights and thought about the good memories from a family vacation to Monterey, California, she said. She said she also remembered what she learned from watching movies of people surviving in the wilderness, going camping every summer and the training with their local 4-H club. She also thought of her father's advice to stay put if she ever got lost."I knew dad would find us eventually," she said. Two volunteer firefighters who joined hundreds looking for the sisters found them Sunday in a wooded area about 1? miles (2.3 kilometers) from their home in the small community of Benbow, about 200 miles (320 kilometers) northwest of Sacramento.Delbert Chumley, a Piercy volunteer firefighter, said he and fellow volunteer firefighter, Abram Hill, found the girls after calling out their names during a long hike through rugged terrain."I thought we heard someone say 'dad' and so then we called out again and they said yes we are right here," Chumley said. The girls' mother, Misty Carrico, said she is trying not to punish them."They might have wandered off but they stuck together and they pulled themselves through," she said. "They saved each other."For now, the girls are not allowed to go far away from their house until they have a GPS trackers, which their mother has already ordered. 2160
