BEIJING, Jan. 14 (Xinhua) -- A senior leader of the Communist Party of China (CPC) vowed Friday to enhance bilateral ties with Estonia.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made this pledge during his meeting with visiting President of the Parliament of the Republic of Estonia Ene Ergma in Beijing.Li praised the recent growth of relations and cooperation between the two nations, saying China values its ties with Estonia and regards the country as an important partner in the Baltic Sea region.China would work to increase the mutual political trust with Estonia, encourage the exchange and communications between the two business communities and strengthen the humanitarian exchange between the two peoples, Li said.Li recalled his visit to Estonia last September and applauded the close contact established between the CPC and the Estonian political parties, expressing his hope that the two sides could step up exchanges and cooperation based on the principles of independence, equality, mutual respect and non-interference in each other's internal affairs.He also briefed the Estonian guests about China's latest economic and social developments.Ergma, who was visiting Beijing at the invitation of Chinese top legislator Wu Bangguo, said Estonia attaches great importance to its relations with China and is expecting to expand cooperation with China in fields such as biology and information technology.The Estonian parliamentary delegation arrived in China on Wednesday. BEIJING, Dec. 30 (Xinhua) -- China experienced the most frequent and severe weather during 2010, compared to weather in other years of the past decade, a weather official said here Thursday.Chen Zhenlin, a spokesman with the China Meteorological Administration (CMA), said the numbers of extremely high temperature days and extreme precipitation cases that China experienced in the year were rarely seen in history, as was the intensity and area effected by this weather.Extreme weather refers to rare weather phenomena that substantially differ from average conditions and which represent only five percent or less of total weather incidents.According to Chen, China experienced the longest hot spell this year since 1961, as the national average number of days of extremely hot weather climbed to 3.5 days more than the normal level, while the average extreme high temperature reached a historical high not seen since 1961 -- 2 degrees Celsius higher than normal conditions.Meanwhile, average daily precipitation at China's 97 meteorological stations was the highest ever, and the annual number of extreme precipitation cases was the largest since 1961, he said.Further, seven tropical cyclones made landfall in southern China this year.

BEIJING, Dec. 20 (Xinhua) -- Netizens in Beijing voiced their support as well as concern during the past week about draft rules designed to curb the capital city's notorious traffic congestion.The proposal, that car usage by institutions under the Beijing municipal government's jurisdiction be limited, was overwhelmingly supported, while an additional congestion fee to be paid by drivers and an odd-even license plate restriction system in downtown areas drew much opposition among netizens.The Beijing municipal government wrapped up the week-long public comment period on Sunday that sought input before rolling out the final rules.The draft rules proposed that no new cars should be added during the next five years to the already colossal car fleet for governmental and institutional usage."Equality should be strictly observed and no privilege be allowed for those government- or institution-owned cars to be used for personal business," said a netizen, Renwen Zhuyi, or literally "humanity idea"."I hope that the government could make public the information about government- and institution-owned cars for scrutiny and supervision," said a netizen with ID Hub3333.China has been pushing forward the reform on government- and institution-owned cars, but little progress was made, said Lu Ximing, director with the Shanghai Urban Traffic Planning Research Institute."What is more important is that the government will set an example in reducing traffic congestion by limiting usage of government fleet cars," Lu added.The draft rules also proposed that parking fees be hiked in central Beijing and "congestion fees" be charged in areas prone to traffic jams. However, the number of cars soared after the country entered the 21st century amid fast economic growth and urbanization.Within 13 years, the number of cars in Beijing more than quadrupled to 4.7 million in 2010 from 1 million in 1997.In 2009, some 515,000 new cars were driven onto Beijing's already over-crowded roads, equivalent to the car population in Hong Kong. And this year, another 760,000 new cars will be added to the traffic gridlock.Li attributed the traffic congestion in Beijing to the excessive use of cars, low ratio of roads and concentrated car use in downtown areas."We have to bring traffic under control before it is too late," Li said.
