China on Friday issued its first regulation on human organ transplants, banning organizations and individuals from trading human organs in any form.The regulation, issued by the State Council, or China's cabinet, will go into effect on May 1.The regulation does not apply to transplants of human tissue, such as cells, cornea and marrow.Human organ transplants are defined as the process of taking a human organ or part of a human organ - such as the heart, lung, liver, kidney and pancreas - from a donor and transplanting it into a patient's body to replace his or her sick or damaged organ.The regulation stipulates that human organ transplants should respect the principle of being voluntary and free donation.The regulation comprises 32 articles in five chapters, including human organ donations, human organ transplants, legal responsibilities and supplementary points. "And they will soon have jobs."Shi did not give a deadline.The city's government has launched several job-creation drives since 1997.Neighborhoods have set up their own unemployment databases and offer job ideas to people according to their individual needs. China pledged to boost the social and economic development of its remote and poor border regions, under a plan unveiled by the central government on Friday. China will try to "elevate the overall social and economic status of border counties to the average level of the provinces and autonomous regions in which they are located", according to the plan titled "revitalizing the borders and enriching the people". "If the gown proves a success, we could introduce it in other universities, too," committee director Han Liu said. The contestants, students and teachers both, have been asked to submit their gown and cap designs before June 8. After the preliminary eliminations, the selected costumes will be displayed at this year's graduation ceremony on July 3. "It's an innovation because students in all Chinese colleges today use the same Western-style gown," said Lu Peng, another committee official. "It's also part of our campaign to promote culture and tradition on campus." Colleges students used to wear different types of gowns at the graduation ceremony till the State Council's Academic Degrees Committee promoted a standard one, the Western-style gown, in 1994. The degrees committee, however, told China Daily on Friday that it was not compulsory for all colleges to use the same gown. BEIJING - China's quality control watchdog has rejected a Hong Kong media report which alleged the mainland had exported hairy crabs containing carcinogens to Taiwan, confirming that the mainland had not exported any hairy crabs to Taiwan so far this year."The mainland's quarantine authorities have not approved the exports as the two sides are still in talks about quarantine standards," said a spokesman with the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ ).Hairy crabs, mainly bred in East China's Jiangsu Province, have become a popular autumn delicacy in the mainland and have sold well in Taiwan, Hong Kong, Singapore, Japan and the United States.But in August the Taiwan authorities published new standards requiring the crabs to contain no detectable drug residues, despite an agreement met with the mainland in July."The new standards are too picky and have no scientific grounds, nor do they comply with the WTO rules," said the GAQSIQ spokesman."We have noticed that a group in Taiwan is trying to discredit mainland food products.
