The Chinese government has decided to upgrade the Urumqi Trade Fair to the China-Aisa-Europe expo since 2011.Though details of the expo is not yet clear, organizers and observers said it might include talks to ink trade pacts between regional economies and will cover diplomatic and cultural issues as well.Foreign trade contracts signed at this year's fair totals 3.613 billion U.S. dollars, organizers said, while project contracts --including domestic deals--reached 126 billion yuan and cover a broad field of mining, crude oil processing, construction and tourism, among others.Xinjiang, which has a large proportion of ethnic Uygurs in its population and lies at China's far west bordering Central Asian states, including Pakistan and Afghanistan, is a region vulnerable to unrest and terrorist threats.In July 2009, 197 people were killed while 1,700 were injured in the country' s worst riots in decades in Urumqi. Authorities blamed separatists and extremists for inciting the violence.In the wake of the riot, the central government also ramped up development drives in this remote and largely underdeveloped region, aiming to root out the seeds of unrest.But the air of the city remains tense and security measures were re-enforced over the past five days during the fair. No violence or security issues were reported.Zhang Chunxian, the top official in Xinjiang, said holding the China-Eurasia Expo would help remake Xinjiang as a key region for China' s opening-up to its western neighbors.Ying Qian, an expert on regional cooperation with Manila-based Asian Development Bank, told Xinhua that the central government's policy supports for Xinjiang, such as taxation reform for crude oil and natural gas, and tax exemptions and reductions for enterprises in poverty areas, and increased fixed investment will undoubtedly increase the speed of economic growth and attract more domestic and foreign investments to Xinjiang.He said those fixed investments aimed at enhancing Xinjiang's position as the land bridge to connect rest of China to central Asia and beyond will yield most economic benefits for Xinjiang, as well as for rest of member countries of the ADB-supported Central Asia Regional Economic Cooperation (CAREC) Program.The program, initiated in 1997 to encourage regional cooperation, includes Afghanistan, Azerbaijan, China (focusing on Xinjiang Uygur Autonomous Region), Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan and Uzbekistan.The ADB economist said the investments should include key transport links, trade logistics facilities, and most importantly, border crossing points improvements."The CAREC countries need to turn their landlocked status into a land link for Eurasia, and to enable businesses to more readily access regional and global markets," said Ronald Butiong, the ADB economist who heads the CAREC Unit.

BEIJING, Sept. 1 (Xinhua) -- A senior Chinese official Wednesday urged local governments to cooperate with the central government in supervision and inspection work.He Guoqiang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks at a meeting on central inspection work.Head of the country's discipline and supervision work, He asked officials of local governments, especially those at the county level, to cooperate with central government's inspection teams.The CPC Central Commission for Discipline Inspection, the Ministry of Supervision and other central government agencies have sent inspection teams to more than 900 counties around the country since October 2007 when CPC's 17th National Congress was held.The official said the central government's inspection work is very important for anti-corruption efforts at state-run enterprises.He also pledged to send inspection teams to every state-run enterprise every five years.

TIANJIN, Sept. 14 (Xinhua) -- China could meet the full-year inflation target of 3 percent if macro-control policies were effective, a senior economic planner said Tuesday at the World Economic Forum's annual Summer Davos meeting."China has paid high attention to managing inflation expectations by stepping up macro-controls this year," said Zhang Xiaoqiang, deputy director of the National Development and Reform Commission."If managed well, the full-year target of consumer price index of around 3 percent is still attainable," he said.The CPI climbed to a 22-month-high of 3.5 percent in August because of rises in food and fuel prices and a low comparison base.Food prices are likely to remain within reasonable range after macro-control and there is still room for industrial products to fall due to heated competition, Zhang said.The chance is also small for import prices of commodities to experience a dramatic rise again in the rest of the year after earlier retreating, he said.

BEIJING, Aug. 27 (Xinhua) -- The United States has repeatedly blocked investment from Chinese companies on national security grounds, a protectionist move that will only harm its own interests, analysts say.Eight U.S. congressmen recently asked the Obama administration to scrutinize a deal between Chinese telecom equipment giant Huawei and the American operator Sprint Nextel on national security grounds.It was not the first time Huawei's attempts to break into the U.S. market have been stymied. Earlier its buyout attempt of 3Com was summarily dismissed by the U.S. government.Citing national security concerns again, a bipartisan group of 50 lawmakers in July requested that the government investigate an investment project of China's Anshan Iron and Steel Group (Ansteel), China's fourth largest steelmaker, which plans to establish a joint rebar venture with a U.S. partner in Mississippi."It is inappropriate for some U.S. lawmakers to label regular business behavior as a move that threatens national security," Yao Jian, a spokesman for the Ministry of Commerce, recently said about Ansteel's investment plan."I hope the United States can create a better investment environment for Chinese enterprises," he said.Chinese analysts said the actions were sheer protectionism, adding that national security concerns is only a lame excuse by U.S. authorities, whose true intention is to protect the interests of domestic enterprises and industries.Moreover, standing up to China's allegedly unfair trade practices can easily earn the congressmen much needed political chips in the upcoming mid-term election in November, the analysts said.The setback that Huawei and Ansteel suffered is only the tip of the iceberg.
