SAN DIEGO (KGTV) - Attention is now turning to the southern border after Wednesday's border closure with Canada.On Thursday, the walkway into Tijuana was nearly empty but the San Ysidro Port of Entry remains open, for the time being. “It's going to have major implications for us, particularly for us here in Southern California, if we see a closing of the U.S.-Mexico border,” says Dr. David Shirk with the University of San Diego, where he works as a professor with an area of expertise in U.S.-Mexico relations. Mexican President Andrés Manuel López Obrador has been criticized in recent days for not taking enough containment measures. SAN DIEGO (KGTV) -- County Supervisor Jim Desmond said Friday that more businesses throughout San Diego County can reopen pending approval from health officials.Those businesses include nail salons, massages, and tattoo parlors.Supervisor tweeted out the statement Friday, saying: "Pending County Health Official's approval, next Friday personal services (nail salons, massages, tattoo parlors, etc.) will be able to open in San Diego County!"The news comes after county health officials allowed gyms, hotels, and bars, among other businesses to reopen beginning June 12.RELATED: San Diego County gyms, bars, movie theaters reopening June 12Those businesses, according to the county, were required to complete a "Safe Reopening Plan" and share it with their employees and display it where customers and patrons can see it.Businesses are also required to follow public health guidelines, including the use of face coverings, increased sanitation, and rotocals for social distancing. 989

SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. SAN DIEGO (KGTV) — As a woman lay paralyzed from a horrific accident, police say someone was inside her car, stealing from her.  The search for that thief is now turning to San Diego County."She was the nicest, most wonderful person I've ever known," said Don Nelson.Nelson says his wife of 27 years, Terri, was on her way to pick up her father for a hospital trip in August when a truck rear-ended her car at a stoplight in Riverside.  As she lay with her neck broken, amid the commotion of bystanders and first responders coming to her aid, police say someone got into her car and stole her purse.Detectives say within days of the accident, surveillance images show her using Terri's credit cards and writing checks in her name. Nelson says as some ,000 worth of purchases were made at various businesses, from fast food restaurants and Albertsons to Costco."I think that's the lowest form of life that could possibly be. You have to be a sorry person to do something like that," said Nelson.For three months, Terri was paralyzed and on a ventilator, until she passed last week from complications from the accident.  Her husband's grief is not the only emotion that consumes him. There is also anger. He's still dealing with collection agencies seeking money from the thief's shopping spree.  During that crime spree, police believe the woman rented a Nissan Rogue in Terri's name, before the CHP pulled that car over on a highway in San Diego County. The two men inside the car have yet to lead detectives to the woman, but police hope tips from the public will."I just can't believe a lightning bolt didn't strike the person. SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841
