Without any change in their attitude, chances of a successful Cancun conference will be very slim.Developed countries bear responsibility, both due to historical and practical causes. Developed countries, as the earliest industrialized nations, have contributed most to the historical storage of carbon-dioxide (CO2). Practically speaking, these countries rank high in terms of per capita emission, and their citizens' extravagant consumption gives rise to unnecessary emissions. Further, developed countries also have the technological and financial capacity to tackle the problem and offer assistance to the developing world.Historically speaking, developed countries have "sinned" against the world environment when they built their industrial empires on exploiting coal, oil and other natural resources. While they were enjoying the exclusive right to carbon emissions, most developing countries did not even have modern industry and transportation that would produce greenhouse gas emission.Research done by Beijing-based Tsinghua University suggests that developed countries, home to 23.6 percent of the world population, have contributed 79 percent of the aggregate carbon emissions since the industrial revolution.Practically speaking, the annual energy consumption of developed countries represents 64.6 percent of the world's total, while CO2 emissions are 65 percent of the world's total. In per capita terms, China emitted 4.6 tonnes of fossil-fuel-generated CO2 in 2007, less than one-fourth of that of the United States, and half of that in the European Union, according to the Tsinghua University research.Additionally, the International Energy Agency (IEA) reported that the U.S. ranked top in terms of per capita energy consumption, which is five times that of China. Also, the U.S. remains the world's largest consumer of oil, with a daily demand for crude oil standing at 19 million barrels, doubling that of China.Further, China's high carbon emissions are partly due to its lack of energy resources. China is short of oil and gas but rich in coal, and carbon-intensive coal represents two-thirds in its entire energy mix.

XIANGTAN, Hunan, Dec. 1 (Xinhua) -- Experts and rescuers said Wednesday there was little hope of finding seven miners trapped underground alive after a coal mine was flooded nearly one day earlier in Hunan Province.The flood happened at 11:38 p.m. Tuesday in a pit at the Yide Coal Mine in Xiangtan County, trapping seven miners at a depth of 89 meters, said Zhao Jun, one of the experts involved in the rescue operation.The miners were believed to be stranded in a tiny area and it is possible they have drowned, said Zhao, who is also the chief engineer of Hunan's Coal Industry Bureau.In addition, the oxygen density was tested to be 8 percent at a depth of 83 meters in the flooded pit, indicating less oxygen at the level where the miners were trapped, which increases the possibility of suffocation, rescuers said.However, rescuers are still trying to install more pumps to drain the water.A spokesman with the emergency rescue headquarters said Yide, a small mine that had doubled its annual output to 60,000 tonnes after recently merging with a neighboring mine, had been warned due to safety concerns, both orally and in writing, over the past four weeks.Senior executives and major shareholders of the mine are now in police custody.

BEIJING, Jan. 14 (Xinhua) -- China will increase the flexibility of the yuan exchange rate and further push forward the opening-up of its financial markets, a senior central bank official said Friday.China will continue the reform of the yuan exchange rate mechanism and keep the rate basically stable at a reasonable and balanced level, Li Dongrong, assistant governor of the People's Bank of China, said at a forum. The speech was posted on the central bank's website.The Chinese yuan strengthened to a record high against the U.S. dollar Friday, the central parity rate reaching 6.5896, the second straight day it has been set below 6.6 per dollar, according to the China Foreign Exchange Trading System.The currency has risen by more than 3 percent since the country's central bank announced in June 2010 it would further reform the yuan exchange rate formation mechanism to improve its flexibility.Li also said the central bank will work to expand trials of cross-border yuan settlement, to facilitate trade and investment.The central bank will promote the policy of allowing exporters to park their foreign revenue overseas, Li said, adding that it will further develop the foreign reserves market and create tools to hedge exchange rate risk.Li's speech came after the central bank announced Thursday the nation's qualified businesses and banks may settle their overseas direct investment in yuan, a move that expands the Chinese currency's global reach and eases excess domestic liquidity concerns.Li also voiced concern about loose credit globally, saying such policies are adding to capital-inflow and currency-appreciation pressures, leading to asset bubbles in some emerging economies.China still faces many challenges, Li said.
