SAN DIEGO (KGTV) - Since the deadly shooting in Parkland, Florida last month, the San Diego County District Attorney's office has seen 19 cases of local school threats.Nine juveniles so far have been charged criminally, according to District Attorney Summer Stephan."We can't assume that the threat is a joke," Stephan said.Stephan said that even though there is not an intent to carry out a school shooting, the person behind a social media threat could face a felony charge if they determine there is an intent to cause fear.Students could receive consequences ranging from custody time, community service, additional mental health services, restorative justice, or access to social media taken away ordered by a judge.San Diego County school threat timeline:"When they hear the judge mention taking their social media away, you can see their faces change over that," Stephan said. "It's important that parents and [the] community really talk to their kids."Stephan said investigators look at a number of factors when determining which cases rise to the level of charges."We have to look at do they have access to weapons? Have they acquired weapons recently? Have they visited websites that indicate a fascination with school shootings and violence?" Stephan said.Of the 19 cases, Stephan said eight cases "did not rise to the level" of criminal charges. However, she said they will work with the minor and the family to prevent a similar situation in the future. A couple of the other cases are still under investigation. 1533

SAN DIEGO (KGTV) — Six candidates for San Diego's next mayor met on the debate stage Friday to discuss the city's housing and homelessness crises.The solutions for San Diego's affordable housing challenges ranged across each candidate, which included State Assemblyman Todd Gloria, Councilman Scott Sherman, City Council President Pro Tem Barbara Bry, activist Tasha Williamson, computer tech Rich Riel, and family nurse practitioner Gita Appelbaum."Let's get real about this. This is strictly a supply and demand issue. So you need to make sure that we create more supply so we can start bringing down the cost of housing," Sherman said.RELATED: Poll: Gloria maintains lead in mayor's race; convention center measure is close"We need a charter change to stop the developers taking our land, which they have done for the last 40 years. Lease it. Don't sell it," Riel said. "It is criminal. What is going on in the real estate assets department because they are so focused on giving away our land."Rent control was also a topic of discussion."I do not support rent control. As a businesswoman, I know it simply doesn't work. It doesn't create one new unit of housing. Redcap, I think is a reasonable alternative to address escalating cost out," Gloria said."I want to drop my control to 2 percent with owners subsidies," said Williamson.But all of that was tied to homelessness. That's not their role," said Appelbaum. "We need health providers ... We need compassionate care.""Well, law enforcement right now is being burdened by Faulconer, and by the city," Riel said. "We are not addressing the homeless issue in the City of San Diego.""Police should not be used to incarcerate people into a jail that has the highest rate of in-custody death," said Williamson."I think we're using police officers to address these individuals is not a good use of police time, given we have a shortage of police officers. We need more trained social workers on the street," said Bry. According to a scientific 10News/Union-Tribune poll, the mayoral race hasn't changed much, with 29 percent of likely voters still backing Gloria, with Sherman and Bry the only other candidates to break double digits. SAN DIEGO (KGTV) -- Sixteen Marines were arrested Thursday morning for their alleged involvement in various illegal activities ranging from human smuggling to drug-related offenses, according to U.S. Marine Corps officials.The unidentified Marines did not serve in support of the Southwest Border Support mission, USMC officials said."Information gained from a previous human smuggling investigation precipitated the arrests," said Maj. Kendra Motz, 1st Marine Division Communication Strategy Operations Director.An additional eight Marines were taken aside to be questioned on their involvement in alleged drug offenses unrelated to Thursday’s arrests, Motz said.RELATED: 2 Camp Pendleton-based Marines accused of smuggling undocumented immigrantsThose arrested were taken into custody during a Battalion formation with 800 people at Camp Pendleton. 1st Marine Division worked alongside the Naval Criminal Investigative Service, officials said.10News learned the Marines that were arrested have not been charged at this point in the investigation.Thursday's arrests were related to a smuggling investigation earlier this month. Border Patrol agents arrested Lance Cpls. Byron Darnell Law II and David Javier Salazar-Quintero on July 3 near the Tecate Port of Entry, according to a federal complaint.Both men are charged with smuggling “for the purpose of commercial advantage or private financial gain,” the complaint said.In the complaint, agents reported seeing three undocumented immigrants getting into the pair’s vehicle on Interstate 8 on the morning of July 3. The vehicle was pulled over a short time later and all five occupants were arrested.The immigrants, according to the complaint, told agents that they paid ,000 to have Law and Salazar-Quintero take them north. 1789
