(KGTV) -- With federal unemployment benefits set to expire July 31, state lawmakers are proposing a plan that would provide some financial relief for jobless Californians.Congress has until Friday to extend the CARES Act, which provides an extra 0 in unemployment benefits to Americans out of work due to the coronavirus pandemic.Proposals have been laid out in Congress to either extend the current federal benefits or extend them with a reduction of the 0-per-week amount, but no agreement appears to be close as the deadline approaches.With time running out, California lawmakers are considering their own plan if a federal one does not materialize.Several state Democrats have proposed a 0 billion stimulus plan that would provide extra cash for California’s unemployed should the federal benefit expire.In a news release from state Sen. (KGTV) - People who live and work around Carmel Mountain are having their patience tested by a road work project.San Diego Public Works began laying new asphalt on a two-mile stretch of Rancho Carmel Drive on Monday this week and so far it’s been three days of congestion for those who have to drive through the area.“This is insane,” said one driver who had been waiting for over an hour on connecting to go a few blocks.Several people told 10News they had been in traffic for up to two hours in a quarter-mile span because of the road work.In a statement SDPW wrote:In response to the increase in traffic, we have sent one of our traffic engineers to the site to assess how the traffic control can be improved to reduce the traffic impacts of the work. We want to apologize to all those that were impacted by the traffic. (KGTV) -- While COVID-19 has taken the lives of thousands across the country, one couple has come up with a way for their memories to live on. Rebecca Heiss and Dermot Jevens, from South Carolina, came up with the idea to create a site to honor those who lost their battles to the virus. “This is going to be an entire community built memorial,” says Jevens.“It was frustrating and sad and scary, and realizing that these were people,” says Heiss. “They weren’t just numbers.”“Mourning America” launched in late March. So far, there are 4,500 names posted. The couple has received nearly 100 submissions from families all over the U.S., with the picture and story of their loved one. The couple says some families haven’t been able to give their loved ones a proper memorial. “This lady’s mom passed away in a nursing home. She wasn’t able to be there with her,” says Jevens. “She wasn’t able to go to the funeral. You can feel that pain and almost that release as she was writing and sending in the story.”The couple has not received any submissions from San Diego yet, but they say their mission is to honor each person who has passed from the virus. (KGTV) - Attorneys for a former student of the Bishop’s School in La Jolla announced Tuesday a child sexual abuse lawsuit against the elite private school and the Episcopal Diocese of San Diego. The man claims he was repeatedly molested by a female computer science teacher starting when he was 16 years old. 10News has reached out to the San Diego Police Department and The Bishop's School about the allegations but neither have commented at this time. Calls to the Episcopal Diocese of San Diego were unanswered Tuesday afternoon.The alleged abuse included sexual intercourse on campus, at [the defendant's] house, and other La Jolla and San Diego area locations, the lawsuit states. “On multiple occasions, teachers and Bishop’s Headmistress saw [the Plaintiff] exiting the computer lab together, with no other person in the room,” the plaintiff's attorneys said in a news release. The teacher was 32 years old at the time the alleged affair started, and was married with children, according to the release. In the release, attorney and victim’s advocate Vince Finaldi describes a long history of "criminal sexual activity" at the prestigious private high school."The Bishop’s School is a prestigious institution which charges parents more than ,000 per year in tuition. They advertise their affiliation with the Episcopal Dioceses as a way to assure parents of the moral rectitude of the school. Yet, they failed miserably in their most basic responsibility—keeping their students safe from sexual predators.” In May of this year, 10News reported that the school investigated numerous claims of sexual abuse at the campus.
