BEIJING, Feb.9 (Xinhua) -- China's State Council, the nation's cabinet, pledged Wednesday to step up efforts to boost grain production as relentless droughts continue to wreak havoc in north China's wheat growing regions.To encourage farmers to plant more and increase production, China will increase minimum purchase prices for grain produced in 2011 by up to 21.9 percent from that in 2010, according to a statement released after a State Council executive meeting presided over by Premier Wen Jiabao.The purchasing prices for japonica rice will rise 21.9 percent to 128 yuan (19.4 U.S. dollars) per 50 kilograms this year, while prices for early and middle-late indica rice will increase 9.7 percent and 10.3 percent to 102 yuan and 107 yuan per 50 kilograms respectively.Further, the central government will allocate 1.2 billion yuan to subsidize the purchase of anti-drought technologies for winter wheat-growing regions.According to the statement, the government has already allocated 4 billion yuan for rural water conservation projects and another 2 billion yuan will be allocated for farm irrigation systems and safe drinking water projects.The government had also pledged to fund 2,000 professional groups in insect-prevention in the worst-hit counties, the statement said.China's main wheat-growing regions, including Shandong, Henan, Hebei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu provinces, have been plagued by ongoing droughts since last year.

GUIYANG, Feb. 13 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for providing more support to the country's less developed regions, saying priority should be placed on improving the people's livelihood.He made the remarks during an inspection tour to Qiannan Buyi and Miao Autonomous Prefecture and Guiyang City in southwest China's Guizhou Province from Feb. 11 to 13, according to an official statement Xinhua received Sunday.Li said more attention should be directed to improve people's living standards as China is making efforts to achieve its strategic goals of development.During his tour, Li visited some residents' homes at a poor village in Libo County of Qiannan.He called for greater efforts to improve people's livelihood, a step which would help boost domestic demand and facilitate the transformation of the nation's economic growth mode.Li urged local authorities to work well on the safety of drinking water, road construction in rural areas, and the remodeling of old houses. BEIJING, May 19 (Xinhuanet) -- Google on Wednesday began fixing a security hole in some 97 percent of Android phones that could let hackers snatch important credentials at public WiFi hotspots.The fix, which addresses a hole allowing hackers to access the contacts, calendars and photos on an Android phone connected to an open WiFi network, will take a few days to cover every phone, a Google spokesman said.Unlike a traditional software update, the problem exists on Google's servers, so Android users won't need to manually take action.The newest versions of Android, including the new wave of tablets running its Honeycomb software, are not affected by the bug, according to the researchers at Germany's University of Ulm who initially reported the issue.The vulnerability could also cause devices synchronizing with Google Picasa web albums to transmit sensitive data through unencrypted channels, the researchers added.The Google spokesman said the company's security team is still investigating those claims.

LOS ANGELES, March 4 (Xinhua) -- The California Department of Public Health on Friday announced a recall of hazelnuts which might be contaminated by E. coli bacteria.The department said it ordered the recall after seven people fell sick with E. coli bacteria from eating tainted hazelnuts.The seven illnesses include one in Michigan, three in Minnesota and three in Wisconsin, said Dr. Howard Backer, interim director of the department.The hazelnuts were distributed by DeFranco & Sons, a Los Angeles company, said the department.After being notified of the contamination, the company is voluntarily recalling the nuts, the department said.The hazelnuts affected by the recall were sold under the brand names Sunripe, George Packing, Firestone Farms and Northwest Hazelnut and were distributed nationwide from Nov. 2 to Dec. 22, according to the department.The 50-pound bags of hazelnuts and mixed nuts with hazelnuts may have been repacked or sold from bulk containers, the department said, adding people who had bought the hazelnuts should not eat them.Consumers should check with retailers to determine if their nuts are subject to the recall, and if they are, should discard them, the department added.People who develop symptoms after consuming hazelnuts should seek immediate medical attention, the department suggested.E. coli may cause symptoms that include bloody diarrhea, stomach cramps and dehydration. In extreme cases, patients can suffer potentially life-threatening complication known as hemolytic uremic syndrome, which includes kidney failure.Young children and the elderly are the most vulnerable to the risk.

CHENGDU, May 8 (Xinhua) -- As a brand-name herbal capsule for cardiovascular disease in China, Di'ao Xinxuekang only needs to wait for another 15 years before reaching the EU market."The Dutch medical supervisors have recognized it as a qualified drug, but we still lack the evidence of 15-year presence in the EU market," said Ji Jianxin, a research manager with the drug's developer Di'ao Group based in southwest China's Sichuan Province.Di'ao, one of the largest Traditional Chinese Medicine (TCM) manufacturers, has been quite depressed, as many other TCM enterprises in China, by a European Union directive on traditional herbal medicinal products fully implemented from the beginning of this month.The directive requires that all herbal medicinal products, must obtain a medical license from any EU member state before it can be allowed in the EU market.It introduced a so-called simplified registration procedure with a seven-year transition period for traditional herbal medicinal products to be licensed, including Chinese and Indian ones.However, not a single Chinese herbal medicinal product has been granted the license so far, mainly due to the prohibitive registration cost and lack of required evidence to prove the product had a 30-year history of safe use, including 15 years in the EU.With a history of more than 2,000 years, TCM did not enter into the EU market until mid-1990s, and it has been imported into the EU and sold to European customers as food supplements instead of drugs.Most Chinese producers and importers did not reserve the customs papers a decade ago, thus unable to prove the 15-year use of their products in European markets.While TCM's globalization won't be doomed by one single EU directive as TCM export value to EU only takes up 14 percent of the total in 2010, experts and industry insiders still have had serious concerns about its future."Most TCM even don't have standardized labels that can help consumers to find out its origin," said Xian Sheng, from the China Association of TCM Export Companies.
