SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) -- San Diego’s City Council Monday approved a key step in turning Horton Plaza into The Campus at Horton. At Monday night’s meeting, the council approved reducing the current retail deed restriction on the property, creating the opportunity to build the office space. The campus would combine employment, entertainment and retail. According to a news release, the office space would be large enough for 3,000 to 4,000 jobs. SAN DIEGO (KGTV) - Smash-and-grab thieves targeted a sushi restaurant in North Park and neighbors worry it may be part of a growing trend.Along 30th street, the mess was discovered Thursday morning in front of Aburi Sushi."It sucked, really sad," said General Manager Alex MikhaA neighbor called him and reported a window broken. Mikha rushed over and found the front door shattered. A look at surveillance video from nearby businesses reveals the culprits. Around 5:15 a.m., a black sedan pulls up and parks in front of the restaurant. Two people emerge. The lookout appears to be a woman, who covers her face. Minutes later, the other person makes a move. SAN DIEGO (KGTV) - San Diego Police say their recruitment numbers are up, in part due to their innovative recruitment strategies.In a presentation at the Public Safety and Livable Neighborhoods Committee, data showed they've hired more people in 2018 compared to 2017 and 2016. "We had 63 candidates that applied for there and are in the academy, that was the largest, highest number academy we've had in 25+ years," Lt. Steve Waldheim, with SDPD's Backgrounds and Recruiting Unit said.So far this year, the department's hired 94 total officers, 15% are women.Here's the breakdown:2016: 3,229 took written exam, 137 hired2017: 3,184 took written exam, 126 hired2018: 2690 took written exam, 198 hiredWaldheim said their recruitment officers are doing a better job selecting applicants and preparing them for the hiring process, creating a lower drop off rate."The more officers we put on the street, the safer it is for the community, the faster response times we have," Waldheim said they need to fill 175 vacant positions, and to do so, they've gotten creative.Those innovative ways include everything from going to schools, military bases, Comic Con, working with the Padres to advertise and getting on social media."One of the biggest challenges is our unemployment rate," he said. San Diego County's unemployment rate remains low, hovering around 3% providing a limited pool to pull from.Once sworn in, Waldheim said there's multiple career options within the department, "helicopter, you can ride on a boat with our beach team, we have canines, motorcycles, we have detectives, investigations."He said the city's worked to increase their pay, to become competitive with other law enforcement agencies. The U.S. Postal Service estimates 850 million packages and 15 billion pieces of mail altogether, and Amazon says in 2016 they sent more than a billion items world wide through Prime.But this year, more companies have ways for you to protect your deliveries.Ring doorbells are becoming popular. They have motion-sensing cameras that connect to your smartphone, alerting users to see anyone that comes to the door. Their Facebook page is full of videos where owners scared off would-be thieves with an alarm or by shouting through a connected microphone.The company is also encouraging people to download their app. Even if you don't have a Ring Doorbell, the app will send you alerts any time suspicious activity is reported in your neighborhood.Also new this holiday season is the Amazon Key, an option introduced this fall. For about 0, you can buy a starter kit that includes a camera and a special door lock. Delivery drivers would be able to put packages inside your home.Amazon also has lockers all around San Diego that packages can be sent to. You get a code to open them to pick up your package.Meanwhile, the US Postal Service says people who are worried about theft can ship packages using the "Hold for Pickup" option.
