(KGTV) — Chula Vista Police have identified a woman who was found shot to death in a field earlier this month.Police said 23-year-old Christina Garcia was found on Aug. 5 at about 6:30 a.m. in a field near the 3100 block of Main Street. CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District is tightening its belt on the budget. On the table is a plan to not replace dozens of positions and cut bus routes. Critics say the move could leave hundreds of students without a ride to school. The board meets Tuesday night to finalize the plan to save money. One of the biggest moves on the table is not replacing some 80 positions within the district. Positions on the chopping block include assistant superintendent positions and nine bus drivers. No one within the district will be at risk of losing their jobs. Instead, the positions won’t be replaced after employees retire. Roughly 300 employees already chose to take an early retirement. The district also plans to eliminate 30 bus routes next school year that will save half a million dollars per year. Four of the districts 13 high schools will be affected by the route cuts. Several parents say they were blindsided by the news. "Out here we have year round schooling, so schools going to be starting for us in July. That’s just a couple months to figure out for parents that are working how they're going to change their schedules and if they can't then these kids are left to fend for themselves,” said Sara McIntosh. The district says Sweetwater is one of a few districts that still offers bus service. Many districts cut it years ago when the state stopped requiring it. CHULA VISTA, Calif. (KGTV) -- Immigration and Customs Enforcement is investigating after a man died while in the agency’s custody. According to ICE, the 37-year-old Cameroon man, identified as Nebane Abienwi, died at Sharp’s Chula Vista Medical Center Tuesday. Abienwi was taken to the hospital in the middle of the night on September 26 to undergo treatment for a brain hemorrhage. According to the agency, medical staff at the center provided treatment after Abienwi remained unresponsive to questions and appeared to be paralyzed on his left side. He remained in the hospital until his death. According to records, Abienwi applied for entry into the U.S. without proper entry documents on September 5. CINCINNATI — Cincinnati police, who were told a car was stolen with an infant still inside, now say that a child was never in danger and that the person who reported the car stolen lied to get a quicker response from police.Just before 10 p.m. Thursday evening, a 2010 Mercury Milan was reported stolen from a BP gas station in the 1300 block of Hopple Street with a 10-month-old infant still inside.Police caught up with two suspects in the car shortly before 11 p.m., and the suspects fled the vehicle about five miles away from where it was reported stolen.Officers did not find a child inside the vehicle, and the suspects evaded capture, police said.Cincinnati police said the person who reported the car stolen changed his story about 45 minutes into their investigation, saying the infant was not in the car when it was stolen."He stated that there's some money in the car, and that's why he told us there was a 10-month-old in the car, because he knew it would be a top priority for us if this was the case," Cincinnati Police Capt. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls.
