BEIJING, March 5 (Xinhua) - Chinese Premier Wen Jiabao warned Friday the nation still faces "a very complex situation" in the wake of the "most difficult year for economic development" since the new millennium.Delivering his work report to the National People's Congress (NPC), the parliament, Wen set the economic growth target for 2010 at "about 8 percent."China's economy expanded 8.7 percent in 2009, staging a faster-than-expected recovery after being hit by the worst global financial crisis in decades thanks to a raft of stimulus measures.ECONOMYPutting the economy "on a sound footing," the government needs to guide all sectors to focus on transforming economic growth pattern and restructuring economy, Wen said in the report.He acknowledged that 2010 is a "crucial year" for continuing to combat the global financial crisis, maintaining "steady and rapid" economic development, and accelerating the transformation of growth pattern.It is also an important year for achieving all the targets of the 11th Five-Year Plan (2006-2010) and laying a solid foundation for the 12th Five-Year Plan (2011-2015), he said."Although this year's development environment may be better than last year's, we still face a very complex situation," Wen told nearly 3,000 NPC deputies at the Great Hall of the People in downtown Beijing.Other key economic and social targets included creating more than 9 million jobs in cities, keeping urban registered unemployment rate under 4.6 percent and keeping the rise in consumer prices at about 3 percent.Wen said while the foundation for economic turnaround becomes stronger, he cautioned it should not be interpreted as "fundamental improvement."Listing key government tasks, Wen said it will continue to implement a proactive fiscal policy and continue to implement the stimulus package which was unveiled in late 2008 that included a 4-trillion yuan (585.5 billion U.S. dollars) two-year investment.Lawmaker Li Dongsheng from Guangdong Province, chairman of China's largest color TV producer TCL Corporation, said the proactive fiscal policy is in line with the company's current business development and it demands more "implementing techniques."Li said more flexibility is needed in carrying out the economic policy as China still faces "extremely complicated economic picture," including unclear export prospect.

BEIJING, Feb. 27 (Xinhua) -- A severe drought has affected 69.6 million Mu (about 4.64 million hectares) of arable land and left 12.7 million people and 8.4 million livestock short of drinking water, said China's drought relief authorities Saturday.The figures nearly doubled the average level for corresponding periods over the past years, according to the State Flood Control and Drought Relief Headquarters.The drought had caused huge losses and serious drinking water shortages in the affected areas, said Liu Ning, vice minister of water resources.Local governments have put 750 million yuan (110 million U.S. dollars) and mobilized nearly 9 million people to cope with the draught, which temporarily helped 7.4 million people and 3.6 million livestock out of drinking water shortages, Liu said.He called for prompt allocation of more relief funds from the central government and more efforts to ensure drinking water safety and spring irrigation.The dry spell started last autumn and has hit southwest, south and part of north China. The seriousness, duration, areas affected and losses are rarely seen in history, said the Ministry of Civil Affairs Friday.Severe drought would continue to ravage the already hard-stricken southwest China as no major rainfalls are expected in the next three days, the China Meteorological Administration warned Saturday.

Lanterns and colorful streamers were hanging high, creating a joyful festival atmosphere.The Spring Festival, once celebrated only in China, in recent times has been gaining greater attention worldwide.And in that small classroom, aspirations of learning more about the traditional Chinese festival drew dozens of excited and attentive students from Finland and other countries.The gathering started with vice director Professor Li Yuanzheng's introduction to the origin and customs of the Chinese Lunar New Year. Then, a short video clip on the festival was played.However, the audience's participation wasn't limited just to listening and watching. To celebrate the "Year of the Tiger," they staged a string of performances to share their happiness.The performances were quite Chinese and included small dramas, Chinese folk songs, poems from the Tang and Song dynasties, and Taichi.Apparently, their love of the traditional Chinese culture simmered into the music and poetry. The students were soon able to made decent looking dumplings, though the taste was still waiting to be examined.As the experimental dumplings were cooked and served, delicious smells seemed to stuff the room. BEIJING, Jan. 16 (Xinhua) -- Chinese Premier Wen Jiabao Saturday stressed food and heating supply as cold snap has driven up vegetable prices and strained coal and gas supplies in north China.     Wen urged local government to pay attention to the produce, transport and storage of vegetables when visiting a produce wholesale market in the suburbs of Beijing.     "Only when food supply is enough and the prices are stable, will people feel at ease," said Wen. Chinese Premier Wen Jiabao, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, talks with local residents at a supermarket during his inspection in Beijing, Jan. 16, 2010.    Accompanied by Beijing's Party chief Liu Qi, Wen also went to a heating plant in Fengtai District and inquired about emergency response heating plan in case of extremely cold weather.     He asked local officials to secure the power, gas and coal supply to Beijing and said that energy supply should follow the principle of civil use first and industrial use second.     Wen also visited several ordinary Beijing families, who just moved into new houses with government subsidy.     Beijing municipal government has rebuilt and repaired nearly 500,000-square-meter old houses for 23,000 households.     The municipal government planed to solve housing problems for about 280,000 low-income families in three years.
